Bill 328 would <br />amend the Hawaii County Code by adding a new chapter relating to concurrency, which <br />establishes a concurrency management system and prepares apublic facilities improvement plan <br />tofundandmaintaincounty-widefacilitiesandservices.DotheCommissionerswishtodiscuss <br />or make a motion first? Commissioner Watanabe. <br />WATANABE:I move an unfavorable recommendation be forwarded to the County <br />Council on Council initiated Bill 328. <br />DOMINGO:Second. <br />GRAHAM:Moved by Commissioner Watanabe, seconded by Commissioner <br />Domingo, for an unfavorable recommendation. I think we had some discussion of what€s <br />involved with this bill in Hilo that Mr. Yuen gave us. I don€t think we need to duplicate that <br />since most of us were there.
