Describe existing uses,structures, and topography. <br /> Description of Subject Property <br /> The subject property is along the shoreline in Lanihau Point and Kona Bay Estates in Kailua-Kona on the <br /> Island of Hawai'i. It is located west of the Old Kona Airport State Recreation Area within a previously <br /> developed,gated subdivision on the coast of Kailua Bay. It is a part of the Regional Center, Urban Core <br /> per the Kona Community Development Plan and is zoned Residential Single Family, 15,000 square feet <br /> (RS-15)by the County of Hawai'i. The parcel is identified as TMK. 3-7-5-005-095-0000, also known as <br /> Lot 3 of the Lanihau Point subdivision,Lanihau 2"Ahupua'a,North Kona District,Island of Hawai'i. <br /> Existing Uses <br /> The subject parcel is bounded to the west by a developed residential parcel, to the north by Kona Bay <br /> Drive,to the east by an undeveloped(but previously graded)residential parcel,and to the south by an <br /> undeveloped strip ofpahoehoe coastline that fronts the Kona Bay Estates subdivision at the coast. A 4ft <br /> wide easement for public shoreline access is located at the makai side of the lot and connects Lanihau and <br /> Kona Bay Estates to the beach adjacent to the subdivision,Old Kona Airport State Recreation Area. An <br /> additional easement exists on the mauka side of the lot for road and utility purposes. Kona Bay Drive <br /> extends through this easement.The proposed development will not suspend or effect public shoreline <br /> access or traffic at Kona Bay Drive,the private thoroughfare. <br /> Existing Structures <br /> Modern rock walls exist on site,present along the northern,eastern, and western boundaries of the parcel, <br /> built to delineate parcel lines for the Kona Bay Estates subdivision.There is a concrete sidewalk within a <br /> 4ft wide easement for public shoreline access.Additionally,Kona Bay Drive extends through the subject <br /> property within the mauka-side road and utility easement. <br /> Existing Topography <br /> The property is relatively level since extensive grading has already occurred on the property during the <br /> preparation for the Kona Bay Estates subdivision. The surface of the subject property is relatively flat, <br /> consisting of thin soil accumulations, sand,coral, marine shell,small to medium-sized cobbles,and <br /> exposed bedrock within some portions of the buildable area.The change in elevation from the highest to <br /> lowest point within the buildable area is 9 inches.No vegetation is present within the buildable area of the <br /> subject parcel. <br />
