May 20,2022 <br /> SMA Major Use Permit Application,Background information,TMK:(3)7-54)05:095 <br /> Page 4 of <br /> In keeping with the other established residences of the Kona Bay Estates,the proposed new development <br /> is designed around the public connection to the shoreline and will not hinder access to it.The shoreline <br /> access path within the 4ft makai-side easement will remain open and accessible during the entirety of <br /> construction and afterwards. <br /> The goals for Open Land Use spaces are to"provide and protect open space for the social,environmental, <br /> and economic well-being of the County of Hawaii and its residents"as well as to"protect designated <br /> natural areas."The proposed development is in keeping with these goals as it provides designated access <br /> for the public to connect with the coastline in a way that manages engagement and protects the natural <br /> environs. <br /> Community Development Plans—North Kona <br /> The subject parcel is located in North Kona.The Community Development Plans for the area of North <br /> Kona are as follows,"Preserving the diverse coastlines,protected nearshore waters, open space,and vast <br /> untouched upland landscapes."In addition,one of the guiding principles of the Kona Community <br /> Guidelines are to"Direct future growth patterns toward compact villages,preserving Kona's rural, <br /> diverse,and historical character." <br /> The proposed development is in accordance with these Community Development Plans as it occurs <br /> within a designated,subdivided lot,between already existing single-family residences. It does not disrupt <br /> untouched landscapes.No part of the development is proposed within the shoreline setback,preserving <br /> the coastline. <br /> The proposed development also preserves recreational access to the shoreline via the shoreline pedestrian <br /> path. It supports the vision of the Community Development Plan to establish an Open Space Network <br /> Programa to guide the provision of opportunities for subsistence activities,recreational activities,and <br /> educational activities. The proposed development with its shoreline path connects the Keiki Ponds to the <br /> Old Airport State Recreation Area,establishing a network of open spaces that engage the public with all <br /> the above listed opportunities.The path is used Frequently and celebrates how the urban nature of Kailua <br /> Village can engage Hawaii's natural areas in a way that is delineated to prevent harm to the environs. <br />
