Kona Bay Drive <br /> extends through and ends at this road and utility easement. <br /> B. The relationship of the proposed action to land use plans, policies,and control of the <br /> affected area <br /> The surrounding area is characterized by single family residential structures within the Kona Bay Estates, <br /> also zoned RS-15. Adjacent to the subdivision is Old Kona Airport State Recreation Area,zoned as <br /> limited Industrial District. The ocean off the coast of the shoreline is considered a Marine Life <br /> Conservation District.The proposed design for a single-family dwelling is consistent with the Hawai'i <br /> County General flan and the Zoning Code. The proposed project will not create greater density than <br /> zoning intends. <br /> C. The probable impact of the proposed actions on the environment <br /> A possible impact of the proposed development to the environment could include runoff during <br /> construction and from the proposed development.To prevent this possible impact on the nearshore <br /> fisheries,which are a valued cultural resource and are associated with customary native Hawaiian <br /> subsistence practices,all waste that will be generated from construction,sewage, landscaping runoff,pool <br /> and other household waste will be disposed of properly to prevent runoff from entering into the nearshore <br /> fisheries.All construction waste will be hauled away and disposed of off-site.The proposed single-family <br /> dwelling will connect to existing sewer lines along Kona Bay Drive.No staging of materials will occur <br /> within the shoreline setback. <br /> D. Any probably adverse environmental effect which cannot be avoided <br /> The granting of this request will not have any adverse environmental or ecological effects on the area. <br /> Runoff and erosion will be contained and managed on site.The proposed project will not reduce public <br /> access to the beaches or shoreline.The coastal access walkaway would remain open and accessible <br /> through construction and after the project is completed. <br /> The proposed project will not have a negative impact to the view from the public way to the shoreline. <br /> The shoreline is minimally visible from the vantage point of the public way,which looks through the <br /> outdoor Hockey Rink at Old Airport State Recreation Area as well as tall trees beyond it. <br />
