SPRINGER:Thank you, Norman. Again, Commissioners, any questions of the <br />staff? Seeing none at this time, will the Applicant or the Applicants representative <br />please come forward. <br />SALAVEA:Madam Chair, before we continue, can I clarify for the record -. I <br />do have conflict of interest with this agenda item and I would like to recuse myself from <br />participating in this particular request. Should I clarify? <br />SPRINGER:If you could, please. <br />SALAVEA:Sure. My in-laws are members of the church and myself, my wife <br />and myself frequently attend services there, and my father-in-law is the draft person for <br />the building. So thats where my conflict originates. <br />SPRINGER:Thankyouforexplainingthattous.Mr.Torigoe,isthatproper <br />action at this time? <br />TORIGOE:Thank you, Madam Chairman. Commissioner Salavea, do you <br />have any kind of substantial financial interest in the church, you or your wife? <br />SALAVEA:No, but we do tithe to the church. Im not sure if that, that <br />qualifies. <br />TORIGOE:Okay. This is one of those, its kind of borderline. Because <br />ordinarily, unless you have some kind of substantial financial interest in the subject <br />matter, its not really required under the Ethics Code that your recuse yourself. However, <br />the County Charter does basically say that the Ethics Code is a minimum standard for <br />ethical conduct, and that officers and employees should demonstrate the highest standard <br />of ethical conduct so that the public may have trust and confidence in the integrity of <br />government. And, so, given the rather apparent family ties that you have, I think it would <br />be appropriate to recognize your recusal, if thats what you desire to do. <br />SALAVEA:Yes, I do. <br />SPRINGER:Thank you, Commissioner Salavea. Thank you, Counsel Torigoe. <br />In addition to the Applicant and their representative, any member of the public who <br />wishes to testify on this agenda item will be sworn in at this time. I now have four names <br />before me, Peter Serafin, Michael McKenney, Betsy Mitchell, Susan Bryant. If there is <br />any other member of the public who wishes to testify, could you be sworn in at this time, <br />please. Can you all please raise your right hands.
