Napo`opo`o junction from either the south or the north side for even six subdivided parcels. It's <br /> a safety issue. There are multiple lanes to cross from either direction, as the photo showed, and <br /> much distraction for all vehicles so close to the intersection, including their merge zones, both <br /> those access roads, the other side has the beginning or ending of a merge zone. It's very, very <br /> dangerous. I'm actually surprised that it would even be allowed by the rules for the highways. <br /> So please don't exacerbate the current risky situation by enabling access for six or more parcels. <br /> Mahalo nui loa. <br /> DEFRANCO: Thank you. And so now we are going to move to swear Mr. Matsukawa in, have <br /> you come up and raise your right hand. Do you swear to tell the truth today to the Leeward <br /> Planning Commission? <br /> MATSUKAWA: I do. <br /> DEFRANCO: Thank you. <br /> MATSUKAWA: My name is Mike Matsukawa. I live on a property mauka of the subject land <br /> with my wife and some neighbors of some 40 years now. <br /> When, when you are required to make a decision on subjects like this, you are required to do a <br /> lot of thought weighing all the pros and cons of the project. So when you look at what's before <br /> you is, you know, this is a classic infill proposal; there is development all around it, it has been <br /> designated by the County for future growth. And so it doesn't meet the requirements of the <br /> existing State Land Use Law for what an Agricultural District should look like. This is a parcel <br /> that has never been used for agriculture as far as I know, 40, 50, 60, 70 years. It's been what it <br /> is. It never had any agricultural attributes. Some of the property across the street do have <br /> agricultural attributes and have been used for agriculture. So here you have a parcel of land, and <br /> from a land use planning perspective, what, what is the driving force? So you would have to <br /> look at all of the principles of good planning. So this is a classic infill. It will serve the needs of <br /> the landowner, and I think it will serve the needs of the community because it has been set for <br /> urban development, light urban development. And so I think it's a good proposal. As for traffic, <br /> the engineers would have to figure this one out. But I think it meets all the requirements for a <br /> change of land use district and change of land use zoning district as well. Thank you. <br /> DEFRANCO: Thank you.
