And who would be responsible for doing that? And how do you <br /> identify the members of this committee? <br /> ARAI: Well, we are trying to, we'll seek guidance obviously from Kaimi Pono I believe was the <br /> consulting company, Maria, Maria Orr, she did the CIA. So we are, and then the establishment <br /> of this group was something that was also recommended and included within the CIA, you <br /> know, so that's definitely who we will reach out to, I would imagine, to seek guidance on who to <br /> reach out to, who to contact, and help in standing it up. <br /> VITOUSEK: This is more of a question for the Planning Department I think, but I couldn't find <br /> the CIA in our background documents. Was that provided to us? <br /> KAY: I'm trying to remember; I believe it was not submitted to us as part of the application. <br /> Daryn and I after the last meeting spoke, and I believe that was the case. We had information <br /> about the CIA and what the findings were but didn't have the actual document. <br /> VITOUSEK: Right, the Cultural Resources Commission I believe was provided <br /> KAY: That's correct, yes. That's, that was, now I'm remembering, yeah, that's why we were <br /> having that conversation, and we then made it available to CRC to review. <br /> VITOUSEK: Right, and my understanding from watching the CRC meeting was that they found <br /> it to be inadequate. <br /> KAY: If I recall correctly, that's the case, and then I believe that led to them voting for further <br /> consultation. <br /> VITOUSEK: Right, and so my understanding, and this as it applies to the SMA permit <br /> component of this, is that we have to take into consideration the effect of the proposed project on <br /> traditional cultural practices that occur in the area prior to making a determination on any action <br /> that could lead to an effect within the SMA. And if we don't have that information and it's been <br /> determined to be inadequate, do we have enough information now to make that determination? <br /> Does the County feel like we have enough information? <br /> KAY: I think I defer that question to our director. <br /> KERN: Mr. Chair, I'd say most SMA applications, we don't get a CIA. CIA is usually triggered <br /> when there is some type of EA or other elements.
