Hawaii County Dept. of Human Resources 08/24/2022 01:35:57 PM <br />Merit Appeals Board August 30, 2022 <br />Review of Executive Session Minutes <br />February 2, 2022 <br />Executive Session: The Merit Appeals Board anticipates convening one or more <br />executive meetings regarding the above matters, pursuant to HRS Sections 92-4 and <br />92-5(a)(4), for the purpose of consulting with the Board's attorney on questions and <br />issues pertaining to the Board's powers, duties, privileges, immunities, and liabilities. <br />A 2/3 vote pursuant to HRS Section 92-4 is necessary to hold an executive meeting. <br />5) Communication(s) <br />Communication No. 22-05, dated July 18, 2022, from Cost of Government <br />Commission Chair Michael Konowicz, Vice -Chair Neal Herbert, and Commissioner <br />Shannon Matson, stating their Permitted Information Group has been authorized to <br />study and investigate County of Hawaii boards and commissions methods of <br />operations. Requests the Merit Appeals Board provide feedback to the questions <br />listed in their letter by Tuesday, August 9, 2022; and <br />Communication No. 22-05.01, dated July 25, 2022, from Merit Appeals Board <br />(MAB) Chair Gabriella M. Cabanas responding to Chair Konowicz's request, stating <br />this matter will be placed on MAB's agenda for discussion on August 30, 2022 (and <br />will provide their feedback in writing to the Commission shortly thereafter). <br />6) New Business (for discussion and appropriate action) <br />None. <br />7) Unfinished Business (for discussion and appropriate action) <br />Communication No. 22-04.04, received on August 9, 2022, from Amanda Furman, <br />Deputy Attorney General, transmitting the Findings of Fact, Conclusions of Law <br />(FOF COL) and Decision and Order concerning Communication 22-04, appealing a <br />recruitment and examination action by the Hawaii County Department of Human <br />Resources and Hawaii County Department of Environmental Management.
