Project Timeframe <br /> Upon approval of the Special Permit, the Applicant will immediately apply for Plan <br /> Approval, if deemed necessary, and promptly provide any additional mitigating <br /> requirements as may be required as well as commence with tennis lessons as the <br /> existing tennis facility already provides for all necessary accommodations. <br /> C. LAND USE AND OTHER REGULATORY CONSIDERATIONS <br /> 7. General Plan Designation: Rural <br /> The County of Hawai'i General Plan is the policy document for the long-range <br /> comprehensive development of the island of Hawai'i. The General Plan Land Use <br /> Pattern Allocation Guide (LUPAG) map, as shown on Figure 4—General Plan LUPAG <br /> Map, classifies the subject property as RURAL. <br /> This RURAL category includes existing subdivisions in the State Land Use Agricultural <br /> and Rural districts that have a significant residential component. Typical lot <br /> sizes vary from 9,000-square feet to two acres. These subdivisions may contain <br /> small farms, wooded areas, and open fields as well as residences. Allowable uses <br /> within these areas, with appropriate zoning, may include commercial facilities that <br /> serve the residential and agricultural uses in the area, and community and public <br /> facilities. The Rural designation does not necessarily mean that these areas should <br /> be further subdivided to smaller lots. Most lack the infrastructure necessary to <br /> allow further subdivision. <br /> The subject property is located within Pacific Plantation Subdivision, an approximately <br /> 70-lot subdivision consisting of parcel no less than one (1) acre in size, and consistent <br /> with the type of subdivisions appropriate within areas designated for Rural uses by the <br /> General Plan. <br /> 8. State Land Use Designation: Agricultural <br /> The Project Site is situated within the State Land Use Agricultural District (see Figure 5 — <br /> State Land Use), which includes lands for the cultivation of crops, aquaculture, raising <br /> livestock, wind energy facility, timber cultivation, agriculture-support activities (i.e., <br /> mills, employee quarters, etc.) and land with significant potential for agriculture uses. <br /> Uses permitted in the highest productivity agricultural categories are governed by <br /> statute. Uses in the lower-productivity categories—C, D, E or U —were established by <br /> the Land Use Commission to include those uses allowed on A or B lands as well as those <br /> stated under Section 205-4.5, Hawai'i Revised Statutes.
