E. PUBLIC UTILITIES AND SERVICES <br /> 22.Access <br /> Access to the Project Site from Kaumana Drive is provided by Edita Street and Mele <br /> Manu Street (see Figure 2—Vicinity Map), both County-maintained two-lane roads with <br /> a travel lane width of about 20 feet within a 50-foot wide right-of-way. Speed humps <br /> have been installed along the length of Mele Manu Street in order to manage the speed <br /> of traffic along this particular roadway section. <br /> 23.Traffic <br /> With 3 to 8 players during each session, a maximum number of 8 vehicles will be <br /> attracted to the subject property at any given hour. The Applicant will stagger the <br /> sessions in order to allow players from one session to vacate the subject property <br /> before the next session begins. <br /> 24. Water <br /> County water service supports the existing single-family dwelling and is available to <br /> support the limited water needs associated with conducting tennis lessons. No <br /> additional water service is necessary. <br /> 25. Wastewater <br /> The existing single-family dwelling is serviced by a cesspool. Tennis players utilize the <br /> existing bathroom facilities within the existing dwelling. <br /> 26. Solid Waste <br /> No significant amount of solid waste will be generated by conducting tennis lessons on <br /> the existing tennis court, as most players bring their own water bottles. <br /> 27. Essential Utilities and Services <br /> Typical utilities, such as electrical and telephone services, are already available and <br /> servicing the existing single-family dwelling. The requested use of the existing tennis <br /> court for tennis lessons require lighting during early evening hours, although ending <br /> formal tennis lessons by 6:00pm would typically preclude the need for such lighting <br /> except during very inclement weather. <br /> 28. Public Safety <br /> As the Project Site is located within the City of Hilo, police, medical and fire services are <br /> readily available. <br /> 10Page <br />
