Hawaii Police Commission <br />Regular Session Minutes <br />July 22, 2022 <br />Page 9 <br />the commission could move on to this. He stated that since he's been on the <br />commission, he's seen problems with vacancies and resignations within the force and <br />in dispatch. It seems to fluctuate, but it doesn't seem to be improving. He feels there <br />needs to be some progress as far as retaining the officers, and expanding recruitment. <br />Chair Bertsch asked if he wants to table this until after the Chief's selection. <br />Commissioner Quartararo replied that he wants to table it, but he would like to be told <br />to go ahead and talk to Human Resources to obtain more information on this matter. <br />When the commission is ready for the task force, he'll have the information available. <br />Chair Bertsch stated that he has the authority to reach out to departments to inquire <br />and recommended that he do so. <br />Discussion regarding the Police Commission's Rules & Regulations, Rule 4, <br />Commission Meetings: Chair Bertsch apologized for the last meeting date change and <br />stated that in the past they had flexibility with moving commission meetings around. <br />Often times its an exchange between the secretary and himself based on room and <br />personnel availability. Commissioner Sur stated he doesn't mind the change, but he <br />needs more notice. He checked with Corporation Counsel and they told him the <br />commission is supposed to follow the rules as specified. <br />EXECUTIVE SESSION (CLOSED TO THE PUBLIC) <br />Commissioner Robinson motioned to meet in executive session to consider charges <br />against officers or employees of the police department where matters affecting privacy <br />will be involved, to work on the evaluation of the Police Chief, to consider sensitive <br />matters relating to public safety, and may consult with Corporation Counsel on <br />questions and issues pertaining to the commission's powers, duties, privileges, <br />immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County <br />Charter Section 13-20 (b). Seconded by Commissioner Springer, no discussion, all in <br />favor, executive session convened at 11:15 a.m. <br />Motion to reconvene open session made by Commissioner Robinson, seconded by <br />Vice Chair Brown, and it carried unanimously. Regular session reconvened at 12:50 <br />p.m. <br />ACTION ON EXECUTIVE SESSION MATTERS <br />• Investigation of Complaints <br />➢ HPC 22-03: Complainant is dissatisfied with how her case was handled. <br />(continued). Commissioner Robinson motioned to refer the complaint to the <br />Police Chief for further investigation. Commissioner Sur seconded, no <br />discussion, and it carried unanimously. <br />➢ HPC 22-27: Complainant alleges that officers or other government county <br />employees have been destroying their vehicles. Vice Chair Brown motioned that <br />there was insufficient evidence to prove the complainant's allegations of <br />
