GRAHAM: Thank you. And I could start with you, Ma’am. Would you just give your <br />name and address, and then go ahead with your testimony. <br />GUSHIKEN: My name is Marjorie Gushiken and I live at 51 Punahele Street, Hilo, <br />Hawaii, adjacent to the Parcel No. 18 which is presently designated as Residential. Owners are <br />requesting a rezoning to Commercial. <br />I am here today to testify against the rezoning in behalf of my neighborhood because Cheryl Reis <br />who is our regular spokesperson is in the hospital and could not be present. <br />During the few months that the illegal parking was in operation the negative effects of the <br />neighborhood were tremendous. These are few of our concerns: (1) the adverse health effects <br />from the exhaust fumes creating air pollution in the surrounding area; (2) noise pollution; (3) <br />traffic congestion, (4) lack of privacy and (5) obscene activities. <br />Both Cheryl Reis and I submitted letters to the Planning Commission and our concerns are <br />spelled out in those letters. <br />We hope that you will all give serious consideration in our favor on this rezoning. Thank you. <br />GRAHAM: Thank you, Ms. Gushiken. Do we have any questions from any of the <br />Commissioners? <br />SIRACUSA: Yes. <br />GRAHAM: Commissioner Siracusa. <br />SIRACUSA: I hadn’t seen anything before in any of the comments about obscene <br />activities. Are people relieving themselves in the parking lot? Is that what you’re referring to? <br />GUSHIKEN: Well, you know, Cheryl has, you know, she’s the one that used to see all <br />these activities going on, because I live on the lower side. And she was telling me that, you <br />know, these people were making out in the parking lot; and then sometimes they would change <br />their clothing in the parking lot. They would just go do it all the way, you know. And she <br />didn’t think that was proper.It wasn’t a very nice thing. <br />SIRACUSA: No, it’s not proper. And the reason I was asking was not because I wanted <br />my prurient interest aroused but because, you know, we have to understand what’s happening; <br />otherwise we can’t make conditions to mitigate. <br />GRAHAM: Thank you. I’m actually here on behalf of and reading a statement that was <br />presented earlier by Loretta Rickets. And she is the operations manager for Clinical Laboratories <br />of Hawaii. Clinical Laboratories of Hawaii has an office there at 82 Puuhonu Place, which is the <br />Punahele Professional Building, commonly known as the Surgical Center.
