The subject property is <br /> located at the southeast corner of the intersection of Kanoelehua Avenue (Highway 11) <br /> and Puainako Street, Waidkea Homestead House Lots, South Hilo, Hawaii, TMK: (3) <br /> 2-2-040:014. <br /> At 9:13 a.m. with eleven people from the public in attendance, Vice Chair Galimba stated that <br /> this item was deferred at the Applicant's request. There was no one from the public who wished <br /> to testify on this application. <br /> 2. APPLICANT: LEHUA VILLAGE PARTNERS, LLC (PL-REZ-2022-000028) <br /> Application for a Change of Zone from a Single-Family Residential-10,000 Square Feet <br /> (RS-10) to a Single-Family Residential-15,000 Square Feet(RS-15) zoning district for <br /> 14.322 acres of land. The subject properties straddle the east and west sides of Lehua <br /> Street, north (makai) of the Hawaii Belt Road and south (mauka) of the Honoka`a Park <br /> Complex, portion of Papa`anui & Haina, Hamakua, Hawaii, TMKs: (3) 4-5-024:010 & <br /> (3) 4-5-010:136. <br /> 3. APPLICANT: LEHUA VILLAGE PARTNERS, LLC (PL-PUD-2022-000001) <br /> Application for a Planned Unit Development(PUD) for a 40-lot, single-family residential <br /> subdivision on 14.322 acres of land. The PUD would allow various exceptions from <br /> Chapter 23 (Subdivision) and Chapter 25 (Zoning) of the Hawaii County Code. The <br /> subject properties straddle the east and west sides of Lehua Street, north (makai) of the <br /> Hawaii Belt Road and south (mauka) of the Honoka`a Park Complex, portion of <br /> Papa`anui & Haina, Hamdkua, Hawaii, TMKs: (3) 4-5-024:010 & (3) 4-5-010:136. <br /> The Commission took up these two items simultaneously at 9:15 a.m. with eleven people from <br /> the public in attendance. <br /> At 9:53 a.m. the three (3)public testifiers on Zoom and one (1) in-person public testifier <br /> provided their oral testimonies to the Commission. <br /> At 10:10 a.m. it was moved by Commissioner De Luz and seconded by Commissioner Daniele <br /> that public testimony be closed for this agenda item. There being no discussion on the motion, a <br /> voice vote was taken, and the motion carried by unanimous vote of those present. <br /> Action on Item 2 (PL-REZ-2022-000028): It was moved by Commissioner Cross and <br /> seconded by Commissioner Daniele that a favorable recommendation be forwarded to the <br /> County Council on the application based on the Planning Director's recommendation and with <br /> an amendment to Condition N: The last sentence to place a period after the words "Condition W <br /> and removing the words "excluding any lot sold for excess housing credits".
