Could you do that, or would you need some kind <br />of a directive from the Commission, or what? <br />YUEN:No, I dont need a directive from the Commission to do that. <br />SIRACUSA:Good. <br />ALAMEDA:Commissioner Graham? <br />GRAHAM:And then Chris, as a follow-up, then if in fact they had no objections to <br />doing that then we still have the General Plan issue that Mr. Hunter spoke of. Is that something <br />that the County would want to address at that time and not now, or -? <br />YUEN:Theobjectivethattheywantoftakingitoffthebooksasaone-acrearea <br />can be done through rezoning. Then at least you would have to go through another rezoning to <br />do anything in there, unless the State invokes some kind of pre-emption. This gets to a really <br />complicated area because there are situations where the State, because it is State land the State <br />could possibly pre-empt County zoning, for example, to do an affordable housing project in the <br />area. If thats what they wanted to do, they could, regardless whether it was zoned Ag-500, or <br />Ag-1, or whatever. There are provisions in the State laws where that sort of thing can happen. <br />But leaving that aside, -. <br />GRAHAM:Yeah, I wasnt talking about zoning. I mean I think what I understood him <br />to say is that this is part of General Plan Alternate Urban Expansion or something around <br />Waimea town, so that if the State had no objections then maybe we would change our General <br />Plan so that its no longer Alternate Urban Expansion, or whatever category other than <br />Agricultural it now lies in. <br />YUEN:I wonder, Alice, could you pull up the -. You know, we had the General <br />Plan on this -? <br />KAWAHA:Yes. <br />YUEN:Could you pull that up for Waimea. And these are situations where the <br />General Plan is not meant to be completely scalable and parcel specific. So you dont want to <br />fool around with just the boundaries of the General Plan involving a few hundred feet, to give <br />you an example, because its not meant to be so exact.
