I also feel that we should be dealing with the question of the <br />standing. <br />ALAMEDA:Okay, very good. <br />SIRACUSA:But I just wanted to throw something else into the pot that I feel should be <br />looked at when it goes to whatever hearing. <br />ALAMEDA:Okay. <br />SIRACUSA:AndthatisthatinthebackgroundreportonNo.19aboutarchaeological, <br />floral and fauna resources, that no study or survey has been done -. But we also have a letter <br />from Professor Hart at UH, and his specialty is native birds, and Ive worked with him the past <br />thats how I know, and he has raised some questions that there are some rare native birds on the <br />property. So Im having a feeling that we might want to insist on a flora, fauna, biological <br />survey of the property before any decisions are made, or maybe even before it goes to contested <br />case. Im not sure what the procedure would be, what would come first. Maybe Mr. Torigoe <br />could enlighten me on that. <br />ALAMEDA:Mr. Torigoe? <br />TORIGOE:Thank you, Mr. Chair. Your rules say that the first order of business <br />ought to decide on standing. And then we can look at the rules and see if the Commission would <br />like to impose a requirement, you know, that they go ahead and get some studies done before the <br />contested case is concluded. <br />ALAMEDA:Okay. <br />SIRACUSA:Thank you. <br />ALAMEDA:Any motion to either approve or deny standing at this time, or do we need <br />more clarification before doing that? <br />SIRACUSA:I would make a motion to give standing, to approve standing to the parties <br />that have applied for it, Upham -. <br />ALAMEDA:Okay. Let me ask first if the applicant can come forward. Im just being <br />notified by our Corp. Counsel -. <br />SIRACUSA:Oops, okay. <br />ALAMEDA:That the applicant should come forward first.
