SIRACUSA:I just want to clarify that what we€re asking the people at the table to do <br />right now is to just address strictly the issue of standing in a contested case, is that accurate, not <br />to discuss the whole project, is that accurate? <br />ALAMEDA:That€s what I€d prefer. But Mr. Torigoe, is that okay? <br />TORIGOE:Yes. That€s the point of what we€re doing right now, is just to decide <br />whether the applicants for standing have enough of a special interest that€s different from that of <br />the general public so that they should be allowed to go ahead and be involved in a formal <br />contested case, a trial-like proceeding, to oppose, you know, the application. And so we want to <br />allow the applicants to present the reasons why they think they are entitled to a contested case; <br />and then we should give the applicant€s representative a chance also to respond to that. And <br />often times, you know, if it is somebody who clearly has a special interest different from the <br />general public, you know, oftentimes the parties agree that, yes, we should allow standing.
