up to two business days prior to the hearing by 4:30 p.m. Pursuant to Hawaii County Planning <br /> Commission Rules of Practice and Procedure (PC), Rule 1, General Rules, a person desiring to <br /> submit written testimony shall indicate her/his name; address; and whether the testimony is on <br /> her/his behalf or as a representative of an organization or individual. If testimony is being <br /> submitted on behalf of an organization, documentation showing membership ratification should <br /> accompany the testimony. Public testimony can be submitted by mail or email. Those <br /> submitting written testimony by mail should provide one copy for distribution. Mailed testimony <br /> should be provided at least one week prior to the hearing date to allow for mailing and thorough <br /> Commission review. Additionally,pursuant to Rule 1, the Chairperson may limit testimony that <br /> is irrelevant or unduly repetitious. <br /> Contested Case Procedure: Pursuant to PC Rule 4, Contested Case Procedure, of the <br /> County of Hawaii Planning Commission Rules of Practice and Procedure, any person seeking to <br /> intervene as a parry to a contested case hearing on Agenda Item No. 1 above is required to file a <br /> written request which must be received by the office of the Planning Department no later than <br /> seven (7) calendar days prior to the Planning Commission's first public meeting on the matter. <br /> Such written request shall conform with the PC Rule 4-6(a), relating to Prehearing Procedure on <br /> a form as provided by the Planning Department entitled"Petition for Standing in a Contested <br /> Case Hearing." The notarized petition form and a filing fee of$200 shall be submitted online via <br /> County of Hawaii Electronic Processing and Information Center(EPIC) at the following <br /> website: https://hawaiicouniyhienergovpub.lylerhost.net/Apps/SelfService#/home. <br /> Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County <br /> Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County <br /> Code}. A lobbyist means "any individual engaged for pay or other consideration who spends <br /> more than five hours in any month or $275 in any six-month period for the purpose of attempting <br /> to influence legislative or administrative action by communicating or urging others to <br /> communicate with public officials." {Article 15, Section 2-91.3(a)(6), Hawaii County Code} <br /> Registration forms and expenditure report documents are available at the Office of the County <br /> Clerk, 25 Aupuni Street, Room 1402, Hilo, Hawaii 96720. <br /> Board Packet. Pursuant to Hawaii Revised Statutes Section 92-7.5, the board packet <br /> provided to members of this board for this meeting is available for public inspection during <br /> regular business hours at the Hilo office of the Planning Department, Aupuni Center, 101 Pauahi <br /> Street, Suite 3, Hilo, Hawaii and at the Kona office of the Planning Department, West Hawaii <br /> Civic Center, 74-5044 Ane Keohokalole Highway, Building E, 2nd Floor, Kailua-Kona, <br /> Hawai`i. <br /> Anyone who requires an auxiliary aid or service, other reasonable modification, or language <br /> interpretation to access this meeting,please contact the Planning Department at 961 8288 as soon <br /> as possible, but no later than five working days prior to the meeting date, to arrange for <br /> accommodations.
