C. LAND USE AND OTHER REGULATORY CONSIDERATIONS <br />1. General Plan Designation: Medium Density Urban <br />The County of Hawai'i General Plan is the policy document for the long-range <br />comprehensive development of the island of Hawai'i. The General Plan Land Use <br />Pattern Allocation Guide (LUPAG) map, as shown on Figure 4 — General Plan LUPAG <br />Map, classifies the Project Site as Medium Density Urban. Medium Density Urban <br />allows for village and neighborhood commercial and single-family and multiple -family <br />residential uses up to 35 units per acre, and related functions. Puna Community Development Plan <br />The Puna CDP (PCDP) was developed and adopted by the Hawaii County Council <br />on August 27, 2008. It became effective on September 10, 2008 as Ordinance No. 08 <br />116. The Project Site is situated within the Orchidland Neighborhood Village Center, as <br />depicted on in Figure 5-3: Hawaiian Paradise Park Regional Town Center and Village <br />Centers within the PCDP, and as shown below as Figure 5 — Puna CDP, as emphasized. <br />6 1 P a g e <br />
