2. Agriculture and Economic Development <br />The PCDP identifies the following: <br />Goals <br />• Increase opportunities for diversified agriculture <br />• Preserve lands for agricultural use <br />• Increase local market share of Puna agricultural products <br />Objectives <br />• Discourage urban growth and further subdivision on lands that have been <br />identified as having agricultural value <br />The subject site is currently improved for administrative and <br />warehouse operations in support of the Applicant's businesses and is, <br />therefore, not being utilized for any agricultural purposes. Prior to its current <br />use, the Project Site, consisting of A`a lava with very little soil, was not being <br />utilized for agricultural purposes. As such, the proposed project should not <br />have an adverse impact on the agriculture industry since the location, size <br />and soil conditions do not present the Project Site has having any significant <br />agricultural value. <br />3. Social Services and Housing <br />As this is not a housing project, this section is not applicable. <br />Indirectly, however, by providing employment opportunities in an area that <br />is proximate to lower Puna, allowing for the continued operation of this <br />warehouse facility would reduce commuting time and expenses. In that <br />regard, it could afford employees and employers to devote more time to <br />their families and the community. <br />4. Public Safety and Sanitation Services <br />Public safety services are available nearby in Kea`au and Pahoa. All <br />solid waste generate by the project are being disposed of at either the <br />transfer station in Kea`au or at the Hilo Transfer Station. No sewer system <br />exists in the subject area, and the Applicant will comply with Department of <br />Health requirements regarding proper wastewater disposal methods. <br />111 Page <br />
