This type of land is attributed to those <br /> lands with "better potential for sustained high agricultural yields because of <br /> soil type, climate, topography, or other factors. " <br /> Based on the retention of the Agriculture (A-5a) designation, the project would <br /> be consistent with the General Plan LUPAG map, and no amendment to the <br /> map is needed. <br /> C. Kona Community Development Plan <br /> The August 1998 rezoning ordinance predated the adoption of the Kona <br /> Community Development Plan("CDP"). As such, this section addresses the <br /> request's relationship to the CDP. <br /> Section 15.1 of the County General Plan called for the development and <br /> eventual County Council adoption of Community Development Plans. The <br /> General Plan states that the CDP "will translate the broad General Plan <br /> statements to specific actions as they apply to specific geographical areas." The <br /> General Plan also notes that should the CDP require a General Plan amendment, <br /> it could he considered concurrent with the adoption of the CDP. However, "If <br /> there is a direct conflict between the Community Development Plan and the <br /> General Plan, the General Plan shall be controlling." <br /> Pursuant to the above, the Kona CDP was developed and adopted by the County <br /> Council during the latter part of the year 2008. The CDP identified its vision to <br /> be "A more sustainable Kona characterized by a deep respect for the culture and <br /> the environment...." In terms of guiding urban and rural developments, one of <br /> the adopted principles called for developments in rural areas (such as the subject <br /> area) are directed to existing rural towns and villages. <br /> The subject property is situated outside of the Kona Urban Area and outside of <br /> the road concurrency map. <br /> In addition to the concurrency and land use map provision, the CDP also <br /> identified several principles related to the "vision" noted above. These <br /> principles and their relationship to the proposed rezoning follow. <br /> a. Protect Kona's natural resources and culture. <br /> The subject site does not have any critical natural resources, having been <br /> already developed as a farm with farm dwellings. The site is designated <br /> "X" on the Federal Emergency Management Agency's Flood Insurance Rate <br /> Map. This is areas outside of the 100-year storm. Appropriate on-site <br /> mitigation to accommodate project-generated drainage--if needed - will be <br /> addressed and implemented during the building permit and construction <br /> phases of this project.
