15. Surrounding Zoning/Land Uses: Lands to the north/northeast are zoned A-3a, A-5a and <br /> A-20a and lands to the west, east and southeast are zoned FA-5a, A-3a, A-5a and A-20a. <br /> Surrounding properties in the area are residential and agricultural uses surrounded by <br /> pasture and forest land. There are some small pasture and nursery areas within the <br /> subdivision. The forest lands of Maka`ula-`O`oma abut the subdivision to the north from <br /> the 2,100 to 3,500-foot elevation. Bishop Estate lands of Ka`upulehu surround the <br /> subdivision to the north at the 3,500 to 5,400-foot elevation. These lands are currently <br /> used by Hualalai Ranch. The Ka`upulehu Forest Reserve is located mauka(east) of the <br /> subdivision. <br /> 16. Agricultural Lands of Importance to the State of Hawaii (ALISH): The subject <br /> property is designated"Other Important Agricultural Land" on the State Agricultural <br /> Lands of Importance Map. <br /> 17. Land Study Bureaus Detailed Land Classification Systems: The Land Study Bureau <br /> (LSB) designates the subject property as "E" or"Very Poor". <br /> 18. U.S. Soil Survey: The majority of the soils on the subject property are classified as Puna <br /> and Haplic Udarents soils, 10 to 20 percent slopes and the remainder is classified as Puna <br /> very cobbly highly decomposed plant material, 20 to 40 percent slopes. <br /> 19. Flood Zone: The subject parcel is in an area designated as Zone "X" on the Flood <br /> Insurance Rate Map (FIRM) by the Federal Emergency Management Agency. Zone X is <br /> an area determined to be outside the 500-year flood plain. According to the Department <br /> of Public Works, Engineering Division (DPW), regarding the applicant's request to <br /> delete Condition G, if long term agricultural operations are to take place, a conservation <br /> program with the applicable soil and water conservation district is more appropriate and <br /> would be an exclusion to a Chapter 10 permit. <br /> 20. Floral/Faunal Resources: There were no professional surveys conducted of the floral or <br /> faunal resources of the subject property, however the applicant does not believe that any <br /> rare or endangered flora or faunal resources are likely to be found within the subject <br /> property. According to the applicant, the site's vegetation is characterized by trees such <br /> as `6hi`a, kukui, Christmas Berry and silver or silky oak in addition to elephant grass, and <br /> other non-native grasses and shrubs. According to the State Department of Land and <br /> Natural Resources—Division of Forestry and Wildlife, the Hawaiian Hoary Bat or <br /> -9- <br />
