support for agenda item #2: Bill 194 re zoning extensions <br />for Windward Planning Commission, 9 AM, Thursday, October 6, 2022, Aupuni Center <br />from Cory Harden <br />Please support this bill. <br />Extensions often maintain rezoning for 5 to 10 years. Conditions can change drastically in that time. <br />There may be more neighbors and more traffic; a similar development may have reduced the demand <br />for this type of project; species may have become endangered; climate change may have changed <br />shoreline or flood zones; or many other things. <br />Council review will allow the public to weigh in, and allow Council to take an updated look at what the <br />community needs and what the developer should be required to do. <br />It seems that some developers keep doing extensions till they get a Planning Commission and Council <br />and Mayor they like. Then they go for approval of new conditions —like eliminating bike paths, <br />dispensing with traffic studies, or building less affordable housing. <br />Some developers also seem to get rezoning for the sole purpose of selling the property at a profit. <br />Buyers know they will have time to work on their development plans since extensions are so easy to get. <br />Mr. Kern says what the bill proposes is already being done. That's good --but it's not good enough. Let's <br />get this nailed down with a law. <br />As the recent housing scandal showed, there's a lot of skullduggery going on with developments. This <br />bill will help by requiring developers to be more realistic with their proposals. <br />
