4. PRESENTATION: <br />a. Hawai’i County Corporation Counsel Sylvia Wan presentation – Game <br />Management Advisory Commission: Role & Purpose, Parliamentary <br />Procedure. <br /> <br />SW: While this presentation is for the Game Management Advisory Commission - this is <br />regarding the role and purpose of the Game Management Advisory Commission as well <br />as parliamentary procedure. The Game Management Advisory Commission was <br />established or has been established by the Hawaii County Charter, Section 6-9.3. This <br />particular charter states – portion of the charter states – there shall be a Game <br />Management Advisory Commission consisting of nine members who shall be appointed <br />by the Mayor and confirmed by Council. Each of the nine council districts shall be <br />represented by a resident appointed from that district. The term of the member shall be <br />as prescribed in Section 13-4. The Commission shall select its Chairperson from its <br />voting members and five voting members shall constitute a quorum. Our current Game <br />Management Advisory Commission does of the nine members there’s on per district. <br />Our Chairperson is currently Abraham Antonio. Our Vice Chair is currently Brian Ley <br />from District 5. From District 1 we have Robert Duerr, District 2 – Kean Umeda, District – <br />3, Rhon Leomana Turalde, District – 6, Austin Griffey, District – 7 is currently vacant, <br />District – 8, is Cortney Okamura, and District 9 is George Donev. Five Commission <br />members constitutes a quorum. And, um, I’m just going to ask Pomai can you institute <br />\[unclear\] for everyone just because it’s a little distracting to having everybody elses’ <br />\[unclear\]. Terms of appointment \[unclear\] the Hawaii County Charter 13-4, members <br />serve a staggered five year terms, any vacancies shall be filled for the unexpired term – <br />members are appointed by the Mayor and confirmed by the Council. <br /> <br /> <br />They may be removed upon recommendation of the Mayor and approval by the Council. <br />And a Chairperson shall be elected from the Commission membership annually. Next I’m <br />going to move on to the discussion of the role and purpose of the Game Management <br />Advisory Commission. This is directly from the Charter: For the benefit of the present <br />and future generations the Game Management Advisory Commission shall advise <br />County and State and Federal agencies on matters relating to preservation of <br />subsistence hunting and fishing, as well as protecting traditional and cultural gathering <br />rights. The Commission may also advise County, State and Federal agencies on any <br />matter affecting the taking and conservation of aquatic life and wildlife including <br />proposed rules and shall communicate its findings and recommendations to these <br />agencies. The Commission shall promulgate recommendations that conserve and <br />protect the natural and cultural sustainability of aquatic life and wildlife in the County. <br />The Commission shall provide reports or legislative recommendations to the Council as <br />necessary and at least quarterly. So just to kind of go over that again – the main purpose <br />is for – this Commission shall advise the County on matters related to the preservation <br />of subsistence hunting and fishing as well as protecting traditional and cultural gathering <br />3 <br /> <br /> <br />
