Condition and Cause <br />DWS did not have formalized communication plans and procedures to effectively notify the public <br />to reduce water usage during emergency and non -emergency events. <br /> <br />Effect of the Condition <br />Public confidence declines without reliable communications during immediate, impending, or <br />extensive disruptions of water service. <br /> <br />Recommendation 2 <br />"We further recommend the Department of Water Supply develop and implement a <br />communications plan to notify the public, administration, stakeholders, and all governmental <br />agencies that rely on information that may affect them or a community. The plan should include <br />but not limited to timely notices and updates status of water events and holding community public <br />meetings timely. " <br /> <br />Department Action <br /> • Developed and implemented communication plans and workflows for: <br /> o Emergencies <br /> o Fire hydrant flow tests <br /> o Scheduled water shutoff <br /> o Water conservation/restriction <br /> o Water main break <br />• Provided notices by: <br /> o Radio <br /> o Social media <br /> o Email <br /> o DWS website <br /> o Hand -carry <br /> o Civil Defense alerts <br /> o Phone outreach <br />• Ensured continuity of messaging through DWS' Communications Branch <br />• Plan to update communications plan accordingly <br /> <br />Audit Activity <br />To verify status, we reviewed guidelines for small water systems, drought triggers, water storage <br />information charts, communication plans, flowcharts, workflows, voluntary and mandatory water <br />restriction notices, and found no exceptions. We also reviewed Water Board Minutes, bulletin <br />boards, social media, DWS website and found various forms of media were used to notify the public. <br /> <br />To further strengthen the communication plan, DWS should consolidate written guidance such as <br />drought triggers and three stages of water shortage conservation into their communication plan. <br /> <br />Status: Implemented <br /> <br /> <br />10 Status of Recommendations <br />
