makai of Kuakini Highway, and is currently vacant of any structures except an <br />approximately 330-square foot shed. According to the applicant, an older dwelling <br />previously situated on the east side of the property has been torn down. The property has <br />a gradual downward slope from the southeast to the northwest, situated at an elevation <br />from 560 to 350 feet above sea level. There is an existing 60-foot-wide road easement <br />from Kuakini Highway along the entire northern frontage of the property, established in <br />1987 as part of Subdivision No. 5535. <br />12. Surrounding Zoning/Land Uses: Surrounding lands are zoned A-5a to the west and <br />south, RS-15 to the north, and RS-10 on the east side of Kuakini Highway. Surrounding <br />land uses are primarily residential, with lot sizes ranging from 7,500 to 15,000 square feet <br />and developed with single-family dwellings. The agriculturally zoned lots to the west and <br />south of the property are vacant and undeveloped, and there is a 288-acre, RS-10 zoned <br />property located further south that is not yet developed. <br />13. ALISH: The subject property is "Unclassified" on the State Agricultural Lands of <br />Importance Map. <br />14. Land Study Bureau's Detailed Land Classification System: The subject property is <br />classified as "E" or "Very Poor" on the Land Study Bureau (LSB) map. <br />15. U.S.D.A. Soil Survey: The soils on the subject property are classified as Punalu`u-lava <br />flows complex soils with 10-20 percent slopes. The soil consists of organic material over <br />pahoehoe lava flows. The soil is considered well drained with a high runoff class and the <br />erosion hazard is undefined. The soil on site is not considered prime farmland. <br />16. FEMA FIRM MAP: The subject parcel is in an area designated as Zone "X" (an area of <br />minimal flood hazard) on the Flood Insurance Rate Map (FIRM) by the Federal <br />Emergency Management Agency (FEMA). <br />17. Flora/Fauna Resources: There were no professional surveys conducted of the floral or <br />faunal resources of the subject property, however, the applicant does not believe that any <br />rare or endangered floral or faunal resources are likely to be found within the subject <br />property due to previous development on the property and the suburban nature of the <br />surrounding area. Vegetation found on the parcel consists primarily of haole koa, guinea <br />grass, fountain grass and Cook pine and fauna found in the area include common <br />introduced bird species, domestic animals, rats and mongoose. <br />-3- <br />
