Also, this lot is within the Historic District of Kahalu'u . Why was it exempt from HRS 343-5? Lot 19 had no archeological <br />monitoring. Why were they allowed to grub and grade with no permit required? <br />Also, at the hearing you mentioned they was a log in January of this permit.
