The County's CP priorities will also be used to determine if projects applying for other HUD funds(Super
<br /> NOFA) are consistent with the County's CP. For the County's CP, high priorities will be considered as
<br /> consistent with the County's CP.
<br /> The following are the County's CP Priorities:
<br /> High Priorities
<br /> • Housing- Housing for households earning less than 80%of median income [i.e. rental,
<br /> homeownership, special needs, homeless and activities which will produce new housing (i.e.
<br /> water,streets,environmental activities, planning, etc.)]
<br /> • Public Health and Safety_-Activities that protect the health and safety of the residents in Hawaii
<br /> County(Le. fire, police, environment,etc.)
<br /> ■ Federal Mandates-Activities to meet legal obligations and/or federal mandates(i.e. ADA,
<br /> cesspool conversion)
<br /> • Disaster Relief-Activities to address designated Disaster Relief Areas(i.e. housing,
<br /> infrastructure, economic development, health facilities)
<br /> • Public Facilities-Child care, youth, and/or senior centers; centers for persons with a disability,
<br /> homeless facilities; health facilities, neighborhood facilities, parks & recreation facilities,
<br /> infrastructure and/or economic development
<br /> ■ Infrastructure (that does not produce new housing units) -water/sewer/street improvements,
<br /> solid waste disposal,flood drainage improvements
<br /> • Public Services- seniors, persons with a disability, youth, childcare,transportation, substance
<br /> abuse, employment, health, lead hazards,crime, etc., including activities that prevent, prepare
<br /> for, address and/or respond to disaster related events such as flooding, lava flow, hurricane,
<br /> tsunami, infectious diseases
<br /> ■ Economic Development_-Activities which create jobs for low- and moderate-income persons
<br /> Low Priorities
<br /> • Public Facilities- Parking facilities and non-residential historic preservation
<br /> • Non-Infrastructure- Sidewalks
<br /> The County's CP also contains housing, special needs,and homeless data, census data, needs, and
<br /> inventory. This was used to produce the 2020-2024 goals and priorities.
<br /> 3. Evaluation of past performance
<br /> Each year, the County of Hawaii reports its progress in meeting the five year and annual goals in the
<br /> Consolidated Annual Performance Evaluation Report (CAPER). The County of Hawaii has consistently
<br /> satisfied program mandates and expended funds in a timely manner. Furthermore, the County of
<br /> Hawaii has successfully targeted funds to benefit low-and moderate-income persons and communities
