• Public Services-Senior,disabled,youth,childcare, transportation, substance abuse, <br /> employment, health, lead hazards, crime, etc. <br /> • Economic Development-Activities which create jobs for low-and moderate-income persons. <br /> Low Priorities <br /> • Non-Public Facilities-Parking facilities and non-residential historic preservation. <br /> • Non-Infrastructure-Sidewalks. <br /> The County's CP also contains housing, special needs,and homeless data,census data, needs, and <br /> inventory. This was used to produce the 2015-2019 goals and priorities. <br /> 3. Evaluation of past performance <br /> Each year,The County of Hawaii reports its progress in meeting the five-year and annual goals in the <br /> Consolidated Annual Performance Evaluation Report(CAPER). The County of Hawaii has consistently <br /> satisfied program mandates and expended funds in a timely manner. Furthermore, the County of <br /> Hawaii has successfully targeted funds to benefit low-and moderate-income persons and communities <br /> throughout the island. A copy of the CAPER is available in the County of Hawaii Office of Housing& <br /> Community Development. <br /> 4. Summary of citizen participation process and consultation process <br /> The County is required to have a Citizen Participation Plan in its CP (see Appendix D). This plan describes <br /> and outlines the County's plan to encourage and inform all citizens,especially persons of very low and <br /> moderate income including minorities, non-English speaking and persons of Limited English Proficiency <br /> (LEP), as well as persons with mobility,visual or hearing impediments,to participate in the development <br /> of the County's CP,along with any amendments to the CP,and the County's performance report. <br /> The citizen participation process as outlined in the Citizen Participation Plan includes public hearings, <br /> consultation meetings, 30-day review and comment period on the County's draft CP, Hawaii County <br /> Housing Agency/Finance Committee Meetings/County Council Meeting and a public notice announcing <br /> the availability of the County's final CP. <br /> Public Hearings: <br /> The County began its 2015-2019 Citizen Participation Process in October of 2013. The County utilized its <br /> annual public hearings in Pahala, Pahoa, Keaau, Kailua-Kona, Honoka'a,and Hilo to present an overview <br /> of the Consolidated Plan process and encouraged citizens to offer input concerning housing, homeless, <br /> special needs and community development needs. In addition,the past use of funds and <br /> Consolidated Plan HAWAI'I COUNTY 5 <br /> 0MB Control No:2506-0117(exp.06/30/2018) <br />
