Introduction: <br />There are many major barriers affecting the production of affordable housing in the State of Hawaii. <br />impedimentsalso indicates these only the State but all four Counties as well. These <br />fundingimpediments have been identified as the lack of available developable land, lack of major off-site <br />infrastructure, high cost of construction, government regulations, community opposition and <br />environmental concerns. The County does not have the resources nor the available funding <br />effectssufficient to adequately address these impediments.
