MR. WOERNER:I did have 2 concerns that I wanted to address. But maybe I should <br />preface that with to let you know that we consider this to be a temporary solution. We believe <br />that the best access, we agree completely with the best access being from Kailua View Estates or <br />coming across from Hualalai Road. As a practical matter it is not realistic and will put the <br />school in jeopardy if we have to wait until all those pieces are put together. I dont think its <br />going to come down to being a serious traffic concern. But, I know people are out there saying it <br />is a serious traffic concern. I dont believe- the engineering report doesnt seem to say that and I <br />just dont think it will be that. I did have a couple of questions. The first is there is a request- <br />not a request theres one condition, Condition 3 states that- and its not really clear but it sounds <br />like were being asked to put in a paved parking lot. It is permissible to do gravel parking lots on <br />agricultural land. And for a very good reason wed like to clarify that and hopefully get your <br />okay on that. And that is that were trying to establish an alternate route and if we put a paved <br />parking lot in and later have to tear the parking lot pavement asphalt out in order to put the <br />soccer field in it seems like it wasnt probably very good planning. So, we dont know where the <br />accessroadiscomingfromsowewouldaskthatwebeallowedtoputinagravelparkinglotat <br />this time. We have no problem with putting in a paved parking but want to wait until we get <br />established roads so we know where the roads coming in. Yeah, a permanent road. <br />GALDONES:Well Jeff is this public works or is this the Departments requirement. <br />DARROW:This would be the Planning Departments review through the Plan <br />Approval process. Just looking up in our zoning code what the requirement would be whether <br />paved or if they could put gravel. <br />GALDONES:Is Mr. WOERNERs concern, can that be addressed? <br />DARROW:Its been brought to my attention that as far as the condition states, at this <br />point it is required to be paved unless changed at this time. <br />GALDONES:Mr. WOERNER? Was there something else that you wanted to? <br />MR. WOERNER:Yeah, theres a second request. Do you want me to wait until you finish <br />with this matter? <br />GALDONES:If theres no- Commissioner Alameda? <br />ALAMEDA:Just following up on Mr. Darrows comment. If its required to be paved <br />unless changed at this time, what would be the protocol to change it at this time? <br />DARROW:By deleting the word paved in the condition. It looks like under Condition <br />25-4-54, Standards in Improvements to Off-Street Parking Spaces for any permitted use in the <br />residential, residential agricultural, family agricultural and agricultural districts the pavement of <br />parking spaces is not required and any material may be used for the parking spaces that will <br />eliminate erosion, mud and standing water. <br />12 <br />EXHIBIT D <br /> <br />
