community asset. Your decisions today will be based in part on that but also on how well the <br />school has addressed a host of community issues, historical preservation, water availability and <br />in particular highway access. I will explore those- some of those concerns shortly but first I <br />would like to present 4 points that I think are worthy of reflection during these deliberations. <br />Number 1, the students attending Innovations are public school students. The new site will not <br />create more students, it will redistribute students. Secondly, Innovations family is not a land <br />developer. It is a group of teachers, parents and students seeking a site for their public school. A <br />new school campus will not generate a need for additional infrastructure as might a new housing <br />development. It will lessen the burden on already busy school campus. A new site will not <br />require adding government infrastructure, it is additional infrastructure. Thirdly, this is a small <br />school. It is not 1500 students, it€s not 800 students, it€s not 550 students, it€s a 120 students. <br />And it will be so next year. Though the waiting list is long and the teachers and the local school <br />board have chosen to support an atmosphere that nurtures deep and rich student success and that <br />can best be accomplished in a small school. Finally, it is important to look at the long term- say <br />10yearsdowntheroadwhenyou€reconsidering,aswellastheshortterm,whenyou€re <br />considering the impact of today€s decision. How well does this school fit into the long range <br />plans of Kona. Viewed in that way the wisdom of approving this application appears even more <br />evident. <br />Now I€d like to address specific concerns. Historical preservation- we are working on a site and <br />you saw it in the picture which has been previously bull dozed and is currently lawn, cattle <br />pasture and land that€s underneath existing structures. Wastewater management- we have a <br />wastewater engineer who€s designed a septic system that will take care of our needs on site. <br />Domestic water- the Water Department has enough water available for us. We will need to <br />upgrade the existing system of water on the site but we are willing to do that. And last and most <br />critically as everyone has agreed is the traffic issue, ingress and egress. What will be the impact <br />on the highway traffic? There have been some expressed concerns. What about through traffic <br />will it be a 25 mph school zone? It€s currently 55 along that stretch of road. Will there be 80 <br />more cars on the highway slowing traffic? How will South-bound parents get turned around? <br />That even got asked earlier. And, so I€d like to take a look at some maps and talk and discuss a <br />few of these issues with you. <br />(Long pause) <br />Okay, is it okay if I just? Are we still okay over here? I€ll do the best I can turn it part way. <br />Okay this is- as pointed out before this is Queen Kaahumanu Highway. This is Hualalai Road. <br />This is Kailua View Estates. And the property is the green property- this is the current location <br />of the school on the Kahakai campus right here. So the school is moving from approximately 1 <br />to 1 and 1/3 mile in a straight line. It€s about a mile north and about a third of a mile to the east. <br />The property is located on the Queen Kaahumanu Highway and I- this is essentially a blow up of <br />the same thing but I wanted to get you oriented for where we were. So the property is a 5 acre <br />piece and you can see from the picture that€s up there that the infrastructure that€s in is right up <br />here at the top and it is approximately 600 feet up the driveway or 500 feet/550 feet in a straight <br />line.
