An issue of drainage was raised at one point. Youll notice under Condition 3 it states that all <br />development runoff shall be taken care of on site. So that those issues will be addressed tothose <br />standard conditions. <br />I guess in conclusion I would say that I think the Department, particularly overa 2year period <br />has done a very thorough job in evaluating this application and I would ask you to you know <br />respect that evaluation. Mr. Yuen has made a recommendation and I would ask you to follow <br />that recommendation. Maybe Mr. Yuen doesnt recall, but I recall myself about 4-1/2 years ago <br />when he was appointed as Director he made a presentation to Hawaii Inter-Planning Conference. <br />And he indicated that he would evaluate projects based on 2 issues one is limited impact on the <br />environment and the second one, what is the impact on the quality of life? I think in the last 4- <br />1/2 years Mr. Yuen has been true to his word and I think the fact that he has indicated a <br />favorable recommendation here should be taken with a great deal of weight. And with that I am <br />open to any questions the Commission may have. <br />GALDONES:Commissioners any question of my Mr. Mooers? Commissioner Graham? <br />GRAHAM:I just want to be clear on the facts of the easement. I kind of remember all <br />thesediscussionsbeforeandsoifyoucanjustkindofyouknowconnectallthedotsthatarestill <br />left in my mind. You said first that there is currently, that you have a 16-foot easement. <br />MOOERS:We own 16 feet, yes. <br />GRAHAM:Okay, so why is getting an additional easement necessary for connection <br />to the sewer line? What is the issue with connection to the sewer? <br />MOOERS:There was some issue raised on whether the 16 feet was for access only or <br />access and utilities. So the additional 4 feet that we are acquiring from Vacations Internationale <br />would accommodate that issue for both utilities and access. <br />GRAHAM:Okay and then on the ingress/egress of traffic as I caught your comment <br />before Department of Public Works asked for 20 feet. <br />MOOERS:Thats correct. <br />GRAHAM:So, the additional 4 feet presumably would carry utilities underneath and <br />could be used for expanding to 20 feet. <br />MOOERS:Thats correct. <br />GRAHAM:Okay. <br />MOOERS:But that would then have to be approved by Department of Public Works <br />under Condition 2 for Plan Approval. <br />6 <br />EXHIBIT B <br /> <br />
