concern is are we setting a precedent here in rezoning agricultural lots to residential? I think we <br />should take a real hard look at losing our prime agricultural lands in the State of Hawaii. Thank <br />you. <br />GRAHAM:Thank you, Mr. Kobayashi. Commissioner Domingo, did you have a <br />question? <br />DOMINGO:Just one comment, Mr. Chairman. Im impressed with this testimony <br />because most of the comments have been directed and focused on affordable housing, to which I <br />have no opposition. But the fact of the matter is were looking at prime agricultural lands that <br />are going to be rezoned. And I think, you know, having worked in the sugar industry myself in <br />the past I must add that the Pepeekeo sugar lands are the lands in which yielded the most tonnage <br />of cane per acre, and its merely because of the soil conditions and the method of harvesting. <br />And thats my concern. And I thought people have lost focus, besides housing, and not <br />mentionedgoodagriculturallands.Thankyou. <br />GRAHAM:Thankyou,CommissionerDomingo.RandallDuryea,startwithyour <br />name and address, please. <br />ALAMEDA:Mr. Chairman? <br />GRAHAM:Commissioner Alameda. <br />ALAMEDA:I appreciate Commissioner Domingos comment on that. <br />I just wanted to make sure that as Fellow Commissioners maybe if we can exercise our discipline <br />and, cause this part is mostly for us to ask the questions to the testifiers. And if we go off on <br />comments then, you know, I have a comment too, and if I give a comment then everybody else is <br />going to comment; and were never going to finish this process. So if we can exercise some <br />discipline, I would appreciate it, Fellow Commissioners. <br />GRAHAM:Thank you, Commissioner Alameda. Go ahead, Mr. Duryea. <br />DURYEA:My name is Randall Duryea. I live in Pepeekeo. And these gentlemen, <br />especially Mr. Miller, addressed some of the issues that I want to bring up. Im an appraiser and <br />I want to point out that this is very definitely a deal. The difference in the sale price between a <br />10-acre parcel and a 20-acre parcel is not very great, same goes for 5 acre to A-20. There was a <br />time, I assume, after the demise of the sugar industry when this entity, the Planning Commission, <br />instituted 20-ace zoning. And I assume it was done for good reason, considering infrastructure <br />on the Hamakua coast. There are a great number of houses going up on the Hamakua Coast in a <br />variety of areas. Theres enough draining on the services, particularly the highway system in <br />that direction already. I am not at all opposed to affordable housing. I think its a good thing <br />that this community really needs, really needs. But I would simply ask all of you to very deeply <br />consider the infrastructure up the coast. And my last point to focus on is that recently there was <br />work being done on the Honolii bridge, the traffic that was caused by that -. We have basically <br />one modern bridge that goes up that way. If anything happens to that bridge, weve had <br />earthquakes in the past, recent past, there are serious considerations. Theres no way to go up <br />and above that river at this time. Thank you. <br />20EXHIBIT A <br /> <br />
