ORCHIDLAND NEIGHBORS <br />SPECIAL PERMIT APPLICATION <br />VIRGINIA ASTE, PRESIDENT <br />An Original and twenty (20) copies of the following background information <br />on the subject request: <br />A. Detailed written description of the proposed use, a statement of objectives <br />and reasons for the request, including proposed hours of operation and <br />number of employees/clienteles: <br />Orchidland Neighbors is submitting this Special Permit Application to design and <br />build a Multi -purpose Community Complex on a four -acre, consolidated parcel <br />on 36th Avenue in Orchidland Estates Subdivision. The parcel was purchased in <br />2016 and consolidated in 2021. <br />The buildings and the athletic facilities envisioned for the project will house <br />community -based programs, meeting spaces for emergency and community <br />needs, office and storage space for the Community Emergency Response Team <br />(CERT) sponsored by County of Hawaii Civil Defense. Other programs are: <br />Orchidland Neighborhood Watch, Orchidland Neighbors and Orchidland <br />Neighbors Food Basket. The main building will also include a certified <br />commercial kitchen as a resource for economic development whereby community <br />members will be able to generate income for their families by processing <br />agricultural products for commercial distribution. <br />The project will be built in several phases as funding becomes available: <br />We understand that some elements of our project do not require a special <br />permit, for example, grading, fencing, picnic and BBQ area, playground and <br />soccer field. We are submitting the following revision of our project phases, <br />including cost estimates and completion dates provided by Peter Walburn of <br />TWA & Associates, LLC, Construction Managers & Consultants to the <br />Construction Industry. <br />Phase I: Grading does not require a special permit <br />Phase II: General Goods and Agricultural Products Open Market, of which the <br />Agricultural Products Open Market, does not require a special permit. The <br />General Goods component will need a Special Permit. Approximate cost <br />$65,000. Completion date: July 2023. <br />
