of a grading permit application to the Department of Public Works (DPW), for a 3.7-acre <br />portion of the subject property, the State Historic Preservation Division (SHPD) requested, <br />by letter dated July 13, 2021, that the applicant conduct an Archeological Field Inspection <br />(AFI) to determine if undocumented historic properties exist in the project area. An AFI <br />pedestrian survey was conducted by Scientific Consultant Services Inc. (SCS) on August <br />26, 2021, which determined that no archaeological features, feature remains, artifacts or <br />sites were identified within the project area and, further, that there will be no effect to <br />historic properties posed by the proposed grading of the project area. SHPD provided a <br />response to the findings of the AFI, by letter dated September 30, 2021, in which SHPD <br />determined that no historic properties will be affected by the proposed grading and that the <br />permit issuance process may proceed. <br />21. Public Access: There is no coastal or mountain access through the subject property. <br />22. Traffic: Traffic on Orchidland Drive is made up primarily of residents of the area and <br />users of the shopping/commercial area east of the parcel. A Traffic Impact Analysis Report <br />(TIAR) was not completed for the proposed project. However, according to the applicant, <br />the proposed uses on the subject property will generate approximately 8 to 40 vehicles per <br />day. Further, the County Police Department does not anticipate any significant impact to <br />traffic and/or public safety concerns. <br />PUBLIC SERVICES AND FACILITIES <br />23. Access: The subject parcel is accessed via 36 b Avenue, off Orchidland Drive, <br />approximately 530 feet northwest of the intersection of Orchidland Drive and the Kea`au- <br />Pahoa Highway 130. Orchidland Drive is privately owned and maintained by the <br />Orchidland Community Association (OLCA) and consist of a 60-foot-wide right-of-way <br />with a pavement width of approximately 28 feet. 36 b Avenue is a 40-foot wide unpaved <br />two lane, private road, over which the applicant has access rights. The applicant is <br />proposing a single two-way driveway serving as the main entrance and exit on the front <br />south corner of the property and on the front west corner of the property there will be an <br />emergency exit only. <br />24. Water: The subject property is not within the service limits of the County Department of <br />Water Supply (DWS) facilities. The applicant proposes to install seven (7) water storage <br />tanks on the project site and states that the capacity of each water tank will be determined <br />-5- <br />
