b.Application for a Change of Zone for 12.640 acres of land from L 20,000 square feet (ML-20), General Industrial Î 5 acres (MG-5a), Village Commercial Î 10,000 square feet (CV-10 to RS-20) and Agricultural 20-acre (A- 20a) to Single Family Residential Î 20,000 square feet (RS-20) and ML-20 districts. c.Application for a Special Management Area (SMA) Use Permit to al development of 30 lots, including portion of a roadway lot, and related improvements. The area involved includes the former Hilo Coast Processing Mill complex and surrounding former sugar cane lands at Pepeekeo, South Hilo, Hawaii, TMK: 2-8-07: portions of 1 and 53. (SEE EXHIBIT A) REZ ORD. 93-100The Commission took this item up at 11:29 a.m. with DIANNE ANDapproximately 12 people from the public in attendance. EDWARD HIRAYAMA WAIAKEA, SOUTH HILO APPLICANT: DIANNE AND EDWARD HIRAYAMA(REZ ORD. 93-100) Request for time extension to condition C (construction timetable) of Change of Zone Ordinance No. 93-100, which rezoned 11,250 square feet of land from a Single Family Residential 10,000 square foot (RS-10) to a Limited Industrial Î 10,000 square foot (ML-10) district. The property is located along the west side of Hinano Street, approximately 150 feet north of the Hinano Street Î Kawili Street intersection, Waiakea, South Hilo, Hawaii, TMK: 2-2-50:8. Mr. Darrow oriented the Commission and public of the subject and surrounding properties on the location map and site plan, summarized the request, and noted the Planning Director recommended approval of the application with conditions. He corrected the Background Report, Page 2, Item 3, by changing the date October 8, 2003 to October 8, 1993. The applicant, Dianne Hirayama, had no comments on the Backgroun Recommendation. Dwight Vincent who signed up to testify was not in attendance. There was no one in the audience wishing to testify on this agenda item.
