AA: Right. Cause, like I don't know if you support drone fishing, or you know people that do <br /> or don't but there was this drone fishing bill that got passed last year that basically <br /> made it illegal to drone fish and there's some people that was in support of it but there <br /> was, more people against it. Then I think we had Robert Duerr and his friend from down <br /> Kalapana that came in, but that bill just basically sailed right through because it didn't <br /> have enough support against it, right, it only had pro support. <br /> AG: Right. Gotch ya. <br /> AA: It's just saying if we were drone fishermen that we didn't have enough help to move <br /> that bill along. <br /> AG: OK. Thank you. <br /> SW: Deputy Corporation Counsel —Sylvia Wan. Just to provide a little bit of perspective—so <br /> this particular legislative committee in the motion, one right now is to identify bills that <br /> are affecting hunting, fishing, and gathering—which I think is the appropriate method as <br /> Mr. Duerr had pointed out—there are hundreds of bills that could be affecting hunting, <br /> fishing, and gathering but as he has stated it is correct that maybe only a handful <br /> actually have potential legs and is deserving of the time of this particular Commission <br /> but I just wanted to—the reason why I'm piping up is because what the Commission can <br /> do regarding this particular legislation is you can investigate that particular bill, <br /> investigate the issues surrounding that particular bill and as a Commission you can <br /> decide with a united voice what is your recommendation regarding that particular piece <br /> of legislation and as the Commission as a whole—with a united voice—can provide <br /> written testimony on that bill that can be submitted when otherwise testimony would <br /> be submitted. So, you can do that. But you cannot lobby individual council members, <br /> representatives, senators or the like as [unclear] or nay on a particular bill. Cause that's <br /> what crosses the line is the lobbying. <br /> BL: Brian— District 4. Eh, I had a discussion with the State Ethics Board in Honolulu about <br /> this and they said that there's no way considered lobbying what we do and is actually <br /> encouraged cause this is what our mission is and I've got a — I can't find the email right <br /> now— but I had a discussion and he sent an email — I think I forwarded it to a couple of <br /> people but we are not lobbying we are doing what we're—in the scope of what we're <br /> doing—we can talk to individuals—we can do whatever we want to according to the <br /> Hawaii Ethics Board. <br /> SW: OK, so... <br /> BL: So, if Sylvia wants to talk to the Ethics Board that is up to her but I'm telling you what I <br /> had a long conversation with them and they told me that it's not lobbying what we do. <br /> 18 <br />
