HAWAI`I POLICE COMMISSION <br /> SPECIAL MEETING MINUTES <br /> NOVEMBER 3, 2022 <br /> HAWAFI COUNTY BUILDING, COUNCIL CHAMBERS <br /> 25 AUPUNI ST., SUITE 1401, HILO, HI <br /> CALL TO ORDER AND ROLL CALL <br /> Chair Bertsch called the meeting to order at 1:08 p.m. <br /> Present: John Bertsch, Chair <br /> Donna Springer, Commissioner <br /> Anthony Sur, Commissioner <br /> Denby Toci, Commissioner <br /> Via Zoom: Rick Robinson, Commissioner <br /> Rod Quartararo, Commissioner <br /> Absent: Thomas Brown, Vice Chair <br /> Pudding Lassiter, Commissioner <br /> A quorum was present. <br /> Also present: Dakota Frenz, Deputy Corporation Counsel <br /> Charisse Correa, Secretary <br /> STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS (Summarized) <br /> • Roger Christie thanked the commission for allowing and encouraging the public to <br /> participate in the process. He expressed concern regarding the condition of the jails <br /> and stated our chiefs of police are partly responsible for this decades-long failure that <br /> has resulted in this condition and further stated this must be corrected going forward <br /> with a much more enlightened chief of police. He further stated they must be more <br /> enlightened in the areas of substance abuse and the horrible county response to <br /> COVID-19. The marijuana eradication program was proven to have caused the meth <br /> epidemic here. He stated this is one of the biggest failures in policing history and must <br /> be corrected by a new chief of police. HPD's response to COVID-19 was <br /> unconstitutional. He and so many others have been given the silent treatment by <br /> representatives. No case has been opened by HPD that he knows of after they asked <br /> them to look at what many call the "crime of a century." Since no reasons are given, <br /> they think that HPD is complicit in this take takeover, and that is partly why he and <br /> others insist that the next chief is unvaccinated and understanding of the evolving <br /> degrading of our basic rights. He explained that vaccinated people might be morphed <br /> into a new species based on the ingredients in the vaccine. He stated there are <br /> supreme court decisions that say genetically modified things and possibly people are <br /> owned by the patent holders. He insists the county holds public hearings and the police <br /> chief opens a case. There's also evidence that the vaccines include self-assembling <br /> antennas operated by 5G and other invisible energy systems. He stated this must be <br /> investigated immediately. Mr. Christie handed out an article from the Hawaii Tribune- <br /> Herald "Overcrowding at HCCC, a serious and immediate concern." <br />
