HAWAI`I POLICE COMMISSION SPECIAL MEETING MINUTES NOVEMBER 3, 2022 HAWAFI COUNTY BUILDING, COUNCIL CHAMBERS 25 AUPUNI ST., SUITE 1401, HILO, HI CALL TO ORDER AND ROLL CALL Chair Bertsch called the meeting to order at 1:08 p.m. Present: John Bertsch, Chair Donna Springer, Commissioner Anthony Sur, Commissioner Denby Toci, Commissioner Via Zoom: Rick Robinson, Commissioner Rod Quartararo, Commissioner Absent: Thomas Brown, Vice Chair Pudding Lassiter, Commissioner A quorum was present. Also present: Dakota Frenz, Deputy Corporation Counsel Charisse Correa, Secretary STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS (Summarized) • Roger Christie thanked the commission for allowing and encouraging the public to participate in the process. He expressed concern regarding the condition of the jails and stated our chiefs of police are partly responsible for this decades-long failure that has resulted in this condition and further stated this must be corrected going forward with a much more enlightened chief of police. He further stated they must be more enlightened in the areas of substance abuse and the horrible county response to COVID-19. The marijuana eradication program was proven to have caused the meth epidemic here. He stated this is one of the biggest failures in policing history and must be corrected by a new chief of police. HPD's response to COVID-19 was unconstitutional. He and so many others have been given the silent treatment by representatives. No case has been opened by HPD that he knows of after they asked them to look at what many call the "crime of a century." Since no reasons are given, they think that HPD is complicit in this take takeover, and that is partly why he and others insist that the next chief is unvaccinated and understanding of the evolving degrading of our basic rights. He explained that vaccinated people might be morphed into a new species based on the ingredients in the vaccine. He stated there are supreme court decisions that say genetically modified things and possibly people are owned by the patent holders. He insists the county holds public hearings and the police chief opens a case. There's also evidence that the vaccines include self-assembling antennas operated by 5G and other invisible energy systems. He stated this must be investigated immediately. Mr. Christie handed out an article from the Hawaii Tribune- Herald "Overcrowding at HCCC, a serious and immediate concern."
