The Commission took up the following item at 12:38 p.m. with approximately 200 people from the <br />public in attendance: <br />APPLICANT: JKS PARTNERS, LP (SLU 10-28/REZ 10-128) <br />Applications for a State Land Use Boundary Amendment from Agricultural to Urban and a Change <br />of Zone from Agricultural 5-acres (A-5a) to Single-Family Residential 7,500 square feet (RS-7.5) <br />for approximately 14.682 acres of land. The property is located adjacent to and north of Pualani <br />nd <br />Estates Subdivision and mauka of Hawai‘i Belt Road, Kahului 2, North Kona, Hawai‘i, TMK: <br />7-5-17: 40. <br />(SEE EXHIBITS B AND D) <br />The Commission took up the following item at 12:42 p.m. with approximately 200 people from the <br />public in attendance: <br />APPLICANT:GIDEONSOROKIN (SMA 10-43) <br />Application for a Special Management Area Use Permit to allow for the construction of five (5) <br />three-story, single family residential units on approximately 31,853 square feet of land zoned Hotel- <br />Resort-1,250 square feet of land area per unit (V-1.25). The subject property is situated on the east <br />(mauka) side of Ali‘i Drive, approximately 840 feet south of its intersection with Lunapule Road in <br />st <br />Kailua Village, Kahului 1, North Kona, Hawai‘i, TMK: 7-5-19:07. <br />The Chair stated that the applicant had submitted a letter requesting a deferral for 60 days. There <br />was no one from the public wishing to testify in regard to this application. The deferral was granted <br />by a voice vote of all commissioners in attendance. <br />The Commission took up the following item at 12:43 p.m. with approximately 200 people from the <br />public in attendance: <br />APPLICANT: SAINT MICHAEL THE ARCHANGEL CHURCH, REV. KONELIO <br />FALETOI, PASTOR (SMA 10-44) <br />Application for a Special Management Area Use Permit to allow the construction of a church, <br />rectory and parish hall and related improvements to replace the former Saint Michael the Archangel <br />Church that was damaged during the 2006 earthquake. The approximately 3.19-acre property is <br />located on the northeast (mauka) side of Ali‘i Drive directly across Hale Hlwai Park and <br />nd <br />Waterfront Row shopping complex in Kailua Village, Hienaloli 2, North Kona, Hawai‘i, TMK: <br />7-5-08:06 <br />Mr. Darrow oriented the Commission and public of the subject and surrounding properties on the <br />location map, flood zone map, site plan and photographs, and summarized the request. He noted <br />that the Planning Department recommended approval of the application, with conditions, and that <br />the last sentence of Condition No. 7 was amended to read as follows: “If required, the applicant <br />shall obtain a Letter of Map Revision (LOMR) prior to the issuance of Certificate of Occupancy.” <br />Director Leithead Todd added to clarify the mention of the subject property being located in a <br />Regional Transit-Oriented Development area, saying that this was a special case where the proposal <br />was basically to replace a church, which was a permitted use within the current zoning, that had <br />been deemed structurally unsafe and had been demolished due to the 2006 earthquake damage; <br />2 <br /> <br />
