<br />LEEWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br />MINUTES <br />MARCH 19, 2010 <br />The Leeward Planning Commission met in regular session at 9:38 a.m. at the King <br />Kamehameha's Kona Beach Hotel, 75-5660 Palani Road, Kailua-Kona, Hawai‘i, with Vice Chair <br />Geraldine Giffin presiding. <br />COMMISSIONERS PRESENT: Geraldine Giffin, Lani Bowman, Wayne Iokepa, Richard <br />Nelson and Rodney Watanabe <br /> <br />ABSENT AND EXCUSED: Frederic Housel and Brandi Beaudet <br /> <br />STAFF PRESENT: Brandon Gonzalez (Deputy Corporation Counsel), Margaret Masunaga <br />(Deputy Planning Director), Bennett Mark (Planning Program Manager), Deanne Bugado <br />(Staff Planner) and Allen Salavea (Staff Planner) <br /> <br />DEPARTMENT OF PUBLIC WORKS: Ki Emler (Engineering Division) <br /> <br />The Vice Chair introduced the Commissioners and staff to members of the public. <br />The Commission took up the following item at 9:38 a.m. with three people from the public in <br />attendance: <br />APPLICANT: ALLEEN TEXEIRA (SPP 09-97) <br />Special Permit to allow the manufacture and sale of coffee liqueur within an existing dwelling on <br />approximately 3 acres of land in the State Land Use Agricultural district. The property is located <br />on the north side of Hao Street, approximately 900 feet north of the Hao Street – Ho‘okele Street <br />intersection, Kaloko Mauka Subdivision, Kaloko, North Kona, Hawai‘i, TMK: 7-3-25:52. <br />Mr. Salavea oriented the Commission and public of the subject and surrounding properties on <br />the location map, land use designation maps and site plan, summarized the request, and noted <br />that the Planning Director recommends approval of the application with conditions. <br />The applicant, Alleen Texeira, was present, and stated in response to Commissioners’ questions <br />that she is in process of obtaining a liquor license, that there is ample parking space on property, <br />and that the kitchen to be certified by the Department of Health only entails coffee makers, a hot <br />plate and a commercial sink, emphasizing it is a boutique-type small operation. She also stated <br />that the tasting component was added later to her original plan by recommendation of Planning <br />staff to get clearance for it at this time, if that is a possibility in the future. She then confirmed <br />that she agrees to all conditions recommended by the Department. <br />There was no one from the public wishing to testify in regard to this application. <br />1 <br /> <br />
