(SEE EXHIBIT C) The Commission took the following item up at 12:40 p.m. with one person from the public in attendance: INITIATOR: COUNTY COUNCIL Amendment to Chapter 25, Article 2, Division 4, Hawaii County Code 1983 (2005 Edition, as amended) relating to concurrency standards for parks and recreational facilities and firefighting facilities in change of zone actions. (SEE EXHIBIT D) MINUTES - At 12:41 p.m., the Commission took up the minutes of October 2, 2009. It was moved by Commissioner Kern and seconded by Commissioner Ishibashi that the minutes be approved. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE The following was discussed under administrative matters: MATTERS INITIATOR: PLANNING DIRECTOR - Amendment to Chapter 25, Hawaii County Code 1983 (2005 Edition, as amended) by requiring a Use Permit for telecommunication antennas and towers situated within the Residential and Agricultural (RA), Family Agricultural (FA), Agricultural (A) and Intensive Agricultural (IA) zoned districts. Upon Commissioner Kern’s inquiry, Director Leithead Todd suggested individual Commission Members send their suggestions to the Council, such as a setback requirement for large agricultural parcel adjacent to a residential subdivision. – The Chair said this item will be on the next month’s agenda and the Election of Officers Commission should be considering possible candidates. Planning Commission Rules – Mr. Gonzalez thanked the staff for preparing the revisions to the rules of the Leeward and Windward Planning Commissions as required by the Charter amendment, noting the intent is to hold hearings before the end of the year. th - S ANNOUNCEMENTStaff announced the next meeting is scheduled for November 6. 3
