APPLICATION FOR CHANGE OF ZONE <br /> Background and County Environmental Report <br /> A. SUBJECT REQUEST -Details of Proposed Use/Development <br /> 1. Project Description <br /> Applicants and owners, Matthew C. Wung and Eric J. Wung ("Applicants"),request a change of <br /> zone ("COZ") from Agricultural District,required minimum building site of three acres ("A-3a") to <br /> Single-Family Residential District,required minimum building site of 15,000 square feet("RS-15"). <br /> The subject property ("Property" or"Subject Property") is approximately 136,277 square feet(or 3.1285 <br /> acres) in land area. This COZ request will allow Applicants to subdivide the property into five lots, with <br /> lot sizes ranging from 20,080 square feet to 45,363 square feet (the "Project"). <br /> The Property is located off of W. Kawailani Street,between Malawaina Street and Life Care <br /> Center of Hilo, and is identified as Tax Map Key ("TMK")No.: (3) 2-4-003:035, Waiakea, South Hilo <br /> District, Hawaii,bearing a street address of 862 W. Kawailani Street, Hilo, Hawaii 96720. See Hawaii <br /> County Tax Plat Map 2-4-003, attached hereto as Exhibit "A". <br /> W. Kawailani Street, which generally runs in a west-east direction, is a paved County road by <br /> which the Property is currently accessed. The Property is bordered to the north, northwest and south by <br /> A-3a zoned lots currently owned and occupied by Applicants' relatives, to the west by one RS-10 zoned <br /> lot and to the east by multiple RS-15 zoned lots and a County of Hawaii Department of Water Supply <br /> water tank facility. Applicant also proposes to access four of the lots from a road stubout which is part <br /> of South Kumuwaina Place. See Vicinity Map, attached hereto as Exhibit "B". <br /> There is a permitted one-bedroom residential structure on the property consisting of <br /> approximately 480 square feet which was built in 1973, and is still used as a residence to this day. <br /> There are also two garages- one garage was constructed in 1955 and consists of approximately 360 <br /> square feet and the other garage was constructed in 1992 and consists of approximately 576 square feet. <br /> The Property also includes a frame utility shed built in 1992 and consisting of approximately 576 square <br /> feet. There is also a permitted open carport on the Property built in 1991 and consisting of <br /> approximately 576 square feet. <br /> Applicants obtained title to the Property from other family members via a Limited Warranty <br /> Deed recorded June 16, 2021. The Property has been held by four generations of the Applicants' <br /> family since it was initially acquired in the 1900s. Thereafter, the Property has been handed down to <br /> Applicants who are siblings. Family members have subdivided the property several times: in <br /> Subdivision No. 448 the Property was part of a 40-acre lot that was subdivided into a ten-acre lot, in <br /> 1954 Lot A-2 was subdivided from the Property leaving remaining Lot A-1 which consisted of <br /> approximately 9.222 acres in Subdivision No. 831, and in 1991 the Property was subdivided into Lot <br /> A-1-A consisting of approximately 3.1285 acres in Subdivision No. 6017. <br />
