species, in addition to guidelines regarding artificial lighting, mitigating spread of Rapid <br /> `Ohi`a Death, and minimizing spread of invasive species. <br /> 19. Archaeological/Historical/Cultural Resources: No formal archeological study was <br /> conducted for the subject parcel or project area; however, the applicant believes that it is <br /> unlikely archeological resources are present in the permit area as the subject property has <br /> been previously cleared and used for sugar cane cultivation in the past. By letter dated <br /> September 30, 2022, the Department of Land and Natural Resources, State Historic <br /> Preservation Division (SHPD), indicated that the permit area has been significantly <br /> impacted by prior sugarcane cultivation and modern agricultural uses and made a <br /> determination that no historic properties will be affected by the proposed project. <br /> 20. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas traversing the property. <br /> 21. Traffic: Traffic in the Wood Valley area is generally low, mainly consisting of resident <br /> traffic. The initial stage of the proposed project will require the transport of shipping <br /> containers, a port-a-potty and equipment required to construct the proposed catchment <br /> tank, arrays, and fencing, and while minimal vehicular trips will occur during this stage, <br /> short-term impacts to traffic are expected. Once operational, the proposed use will <br /> typically run unattended with one person occasionally performing routine checks and <br /> maintenance as needed, approximately once or twice a week. According to the applicant, <br /> normal use of the project site will have no impact on traffic in the surrounding area. <br /> PUBLIC SERVICES AND FACILITIES <br /> 22. Access: Access to the project site is from Wood Valley Road, a paved County roadway. <br /> The property will be accessed by way of a gravel driveway, approximately 1,400 feet <br /> long and ten (10) feet wide, along which an unobstructed clear width of twenty (20) feet <br /> will be maintained by the applicant for Fire Department access. The applicant states that <br /> the landowner has legal access to this driveway by way of an easement deed, a copy of <br /> which was provided with the application, and can grant access to the applicant for the <br /> proposed land use. <br /> 23. Water: According to the Department of Water Supply (DWS), the subject property is <br /> not within the service limits of existing DWS water system facilities. According to the <br /> -5- <br />
