archeological or historical features are known to exist on the subject property. By letter <br /> dated November 23, 2022, the State Historic Preservation Division (SHPD), SHPD <br /> determined that "no historic properties will be affected"by the proposed development. <br /> 20. Cultural/Historic Resources: There is no evidence of any traditional and customary <br /> Native Hawaiian rights being practiced on the site, nor existence of any known valued <br /> cultural, historical, or native resources in the area. <br /> 21. Coastal Resources: The property is located along a rocky cliff shoreline and sits at an <br /> elevation of about 21 feet. Since the proposed project will be located just mauka of the <br /> 40-foot shoreline setback, the applicant will apply best management practices during <br /> construction of the single-family residence which will include, but not be limited to, a silt <br /> barrier that will be located along the 40-foot shoreline setback and must remain in place <br /> until construction has been completed. <br /> 22. Recreational Resources and Public Access: Recreational resources in the surrounding <br /> area include a public shoreline access that is located on a vacant County-owned property <br /> to the north of the subject property. This public shoreline access is designated and <br /> unimproved and runs in a mauka-makai direction and laterally along the top of the pali on <br /> the County property towards the subject property. According to the Applicant, fisherman <br /> and yoga enthusiast have been known to access the top of pali in this area. The Applicant <br /> has stated that this will continue unchanged during the construction and use of the site as <br /> a single-family residence. <br /> 23. Scenic and Open Space Resources: All shoreline projects must be evaluated by the <br /> impacts that such projects will have on view planes from public roadways. Such analysis <br /> is required in order to preserve view planes as irreplaceable assets for future generations. <br /> As the subject property is located within a private subdivision and the nearest public <br /> roadway, the Kea`au-Pahoa Bypass (Highway 130), is located well over six miles from <br /> the subject property, no visual analysis has been conducted of the site. The proposed <br /> single-family residence will be two stories in height which is similar to the adjacent <br /> homes in the area and therefore will not be out of character with the views of the <br /> shoreline for the area. <br /> -4- <br />
