The property is located <br />along the north side of the Hawaii Belt Highway (Highway 19) at the 47.5-mile marker, <br />Kapoaula, Hamakua, Hawaii, TMK: 4-7-7: portion of 55. <br />(SEE EXHIBIT A) <br />RECESSED The Chair called a recess at 11:41 a.m. <br />RECONVENED The meeting reconvened at 11:50 a.m. <br />AMEND SPP NO. 998 The Commission took this item up at 11:50 a.m. with <br />MINIPRO approximately 12 people from the public in attendance. <br />CONSTRUCTION, INC. <br />KAHUKU, <br />KA‘U <br />APPLICANT: MINIPRO CONSTRUCTION, INC. (SPP NO. 998) <br />Amendment to Condition No. 2 (construction time requirement) of Special Permit No. 998, <br />which allowed the construction of a self-storage facility and related improvements on 1 acre of <br />land situated within the State Land Use Agricultural District. The amendment request also <br />includes increasing the land area to 3 acres and to increase the number of storage units and <br />storage structures. The property is located in the Kona-South Estate Subdivision situated on the <br />south (makai) side of Highway 11, approximately 1 and ¼ miles west of the Ocean View Post <br />Office, Kahuku, Ka’u, Hawaii, TMK: 9-2-150: portion of 51. <br />Mr. Darrow oriented the Commission and public of the subject and surrounding properties on the <br />location map and site plan, summarized the request, and noted the Planning Director <br />recommended approval of the application with conditions. He pointed out that currently there <br />are no structures or landscaping on the site. <br />Commissioner Woodward noted that directly across the street is basically a graveled goat path <br />that one really does not want to drive on and just to the left across the street is the site for the <br />proposed waste transfer station 9 acres in size, which if built the paved roadway will be <br />considerably longer in distance than the applicant’s property. <br />The applicant’s representatives, Steven Lim, Dwight and Tai Matsuyama, and Frank Guistiniani, <br />were in attendance. <br />In response to Commissioner Siracusa’s inquiry, Mr. Lim described the 10-foot tilt up walls <br />designed for security and to minimize impacts to surrounding neighbors by providing more <br />blockage of the use. He then explained the layout of the project elements which is the latest <br />technology in terms of storage, electronic tracking and security devices. He added that they <br />would like to amend the proposed landscaping condition to require 5 feet of landscaping or <br />similar buffer acceptable to the Planning Department. <br />2 <br /> <br />
