September 18, 2019, identifies the preferred land use pattern for the Kona districts. The <br /> subject property is located outside of the Kona Urban Area and outside of any Rural <br /> Town Areas. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 13. Subject Property: The 22.665-acre subject property is trapezoid in shape. It is improved <br /> with 2 permitted single-family dwellings and detached related structures. The property <br /> slopes slightly downward from east to west, with a gradual decline from the north to the <br /> south, with the highest point being at the northeast end of the property. Most of the <br /> property is heavily forested with native trees and plants, and there are no topographic <br /> constraints in the proposed 2 lot subdivision. <br /> 14. Surrounding Zoning/Land Uses: The surrounding lands are located within the State's <br /> Agricultural (A) District and consists primarily of native forest and single-family <br /> dwellings. The parcels immediately to the north, east, and south of the subject property <br /> are zoned Agricultural-20 acre (A-20a). The parcel to the west, across Haleamau Street, <br /> is zoned Agricultural-10 acre (A-10a). According to the applicants, over the past couple <br /> of decades, individual lots within this subdivision have been rezoned identical to that <br /> requested by the applicants, resulting in subdivisions of these original lots into smaller <br /> parcels. These rezones have occurred to the parcels immediately to the west and southeast <br /> of the subject property. <br /> 15. Agricultural Lands of Importance to the State of Hawaii (ALISH): The subject <br /> property is classified as Other Important Agricultural Land. <br /> 16. Land Study Bureau's Detailed Land Classification System: The soil condition within <br /> the subject property is classified as Class E soil. Class E soil is considered very poor for <br /> agricultural productivity. <br /> 17. U.S.D.A. Soil Survey: The Kona-Nap6`opo`o complex consists of highly decomposed <br /> plant material, and similar soils over pahoehoe lava flow with 10 to 20 percent slopes <br /> (PVD). <br /> 18. FEMA FIRM MAP: The subject parcel is in an area designated as flood zone Zone X <br /> on the Flood Insurance Rate Map (FIRM) by the Federal Emergency Management <br /> Agency (FEMA). Zone "X" is an area determined to be outside the 500-year floodplain. <br /> 19. Flora/Fauna Resources: According to the applicant, the subject property is extensive <br /> -3- <br />
