(SHPD), only a small area of the project site has been impacted by the development of <br /> two existing dwellings, no archaeological inventory survey has been conducted within the <br /> subject parcel and no historic properties have been previously identified. SHPD's <br /> determination is that no historic properties will be affected, however they request the <br /> opportunity to review future permits for the subject property. <br /> According to the applicants, it is not known whether the subject property was used in the <br /> past for the gathering of plants by Native Hawaiians. However, if legitimate gathering <br /> claims are made by Native Hawaiians, the applicants intend to respect and honor such <br /> claims and provide the legal and needed access within the site. <br /> Public Access: There is no known public access to the mountain or shoreline that <br /> traverses through the subject property. <br /> Traffic: The property has already been developed with 2 existing single-family <br /> dwellings and no additional development is being proposed, therefore, there will be no <br /> increase in traffic. A working group has been established to determine improvements <br /> needed at the Kaloko Drive-Mamalahoa Highway intersection and all previous rezones in <br /> the subdivision have been assessed a fair share fee to be used on improving the <br /> intersection. <br /> UTILITIES AND SERVICES <br /> 21. Access: Access to the subject property is from Haleamau Street which is a County <br /> owned and maintained road with an 80-foot-wide right-of-way of which 22 feet of it is <br /> asphalt pavement with grass shoulders. According to the applicants, no roadway <br /> improvements will be necessary as the proposed subdivision will be accessible from the <br /> County Road. However, the Department of Public Works (DPW) Engineering Division <br /> advises that all construction within the County right-of-way shall comply with HCC, <br /> Chapter 22, County Streets. <br /> 22. Water: The Department of Water Supply (DWS) is currently servicing the 2 existing <br /> single-family dwellings on the subject property with 2 existing water meters fronting the <br /> parcel. According to the applicant, no further units of water will be necessary to support <br /> the proposed 2-lot subdivision. <br /> 23. Fire Prevention: According to the Fire Department, Fire Department access and water <br /> supply shall comply with Chapter 18 of the 2018 Hawai'i State Fire Code and Chapter 26 <br /> -5- <br />
