It was moved by Commissioner Siracusa and seconded by Commissioner Salavea to send <br />a favorable recommendation to the Hawaii County Council on the repeal of Ordinance <br />No. 96 81 as recommended by the Planning Director. A roll call vote was taken and <br />motion carried with six ayes (Siracusa, Salavea, Iwashita, McCall, Rho, and Alameda) <br />and three absent and excused (Galdones, Graham, and Watanabe). <br />RECESSEDThe Chair called a short recess at 9:14 a.m. <br />RECONVENEDThe meeting reconvened at 9:19 a.m. <br />SMA 434/SPP 1214The Commission took this item up at 9:19 a.m. with <br />CELLCO PARTNERSHIPapproximately 17 people from the public in attendance. <br />dba VERIZON WIRELESS <br />WAIPUNALEI, <br />NORTH HILO <br />APPLICANT: CELLCO PARTNERSHIP dba VERIZON WIRELESS <br />(SMA 434/SPP 1214) <br />Cellco Partnership dba Verizon Wireless, with authorization from the landowner and <br />Nextel Partners, Inc., has submitted a request to amend Special Management Area (SMA) <br />Use Permit No. 434 and Special Permit No. 1214 to allow the following: <br />a.Co-location of eight 8-foot panel antennas on the existing 80-foot <br />telecommunication pole; <br />b.Construction of a 312+ square foot equipment shelter and security fencing; and <br />c.Increase the permit area from 600 square feet to 1,475 square feet. <br />The area involved is located at the north end of Laupahoehoe Gulch and along the makai <br />side of State Highway 19, Waipunalei, North Hilo, Hawaii, TMK: 3-6-4: portion of 7. <br />Mr. Darrow oriented the Commission and public of the subject and surrounding <br />properties on the location map and site plan, summarized the requests, and noted the <br />Planning Director recommended approval of the applications with conditions. <br />Commissioner McCall expressed his concern of the proximity of this development to the <br />existing heiau in the area. Mr. Darrow indicated on the presentation map the location of <br />the existing heiau, which was approximately 100 to 150 feet away from the subject <br />property. Mr. Darrow said the Department has not received a “no effect” letter from the <br />State DLNR within the 30-day limit. <br />For Commissioner Siracusa’s information, Mr. Darrow described the 8-foot panel <br />antennas, which would be similar to the Verizon 12-foot panel antennas in Orchidland. <br />The applicant’s representative, Danette Metler, stated she did receive the Planning <br />Department’s background report and recommendations. <br />2 <br /> <br />
