ASIAA wishes to study the astrophysical origins of Fast Radio Bursts, which requires a <br /> "radio-quiet" site. Kau was found to be the best radio-quiet area on the Big Island, based <br /> on surveys conducted by the applicant. The proposed satellites and antennas are designed <br /> for reception only, therefore no transmission of radio signals would occur. All ten (10) <br /> satellite dishes would be fixed to look at the Northeastern sky only, thus no movement <br /> would occur. The dipole antennas are not designed to move; therefore, they will also be <br /> stationary. The applicant is requesting the following elements to be allowed as part of the <br /> Special Permit: <br /> 1. Ten (10)temporary commercial TV satellite dishes (20 feet in diameter)with a <br /> reception capacity of 400-800 Mega Hertz (MHz). Support poles for the satellite <br /> dishes are approximately 7 feet tall. <br /> 2. A 50-foot by 50-foot dipole antenna array. The proposed dipole antennas would <br /> be approximately 2 feet in length, fixed to a metal post approximately 1.5 feet in <br /> height, and spaced approximately 3-feet apart. The ground surface under the <br /> dipole array would be covered in weed mat for grass and weed suppression and a <br /> wire mesh (chicken wire or similar) as part of the instrument design. <br /> 3. A gravel driveway approximately 1,400 feet in length and 10 feet in width will <br /> serve the proposed use. An unobstructed clear width of 20 feet will be maintained <br /> along the driveway for Fire Department access. <br /> 4. A gravel area approximately 20' by 30' is proposed for parking. <br /> 5. One (1) Catchment tank of at least 4,000 gallons capacity for fire suppression. <br /> 6. One (1) Port-a-potty. <br /> 7. Two (2) Storage Containers each at 40 feet long, 8 feet wide and 8 feet-6 inches <br /> tall. <br /> 8. A solar panel array to support approximately 10 kilowatts of power <br /> (approximately 25 —30 panels)to be installed on top of or adjacent to shipping <br /> containers. <br /> 9. Underground power lines connecting the satellite and dipole antenna arrays to the <br /> shipping containers and solar power array. The lines would be placed within <br /> conduit trenched in the ground. <br /> 10. Fencing to protect the proposed arrays from grazing animals, enclosing <br /> approximately 1.3 acres. <br /> 6 <br />
