reasonable use of the land will be further described in the appropriate section <br /> below. <br /> Special Management Area <br /> The subject Property is approximately 6 miles inland from the coast and outside <br /> the designated Special Management Area(SMA). <br /> County Zoning and General Plan <br /> The County zoning of the subject Property is Agricultural 20-acres (A-20a). The <br /> County General Plan Land Use Pattern Allocation Guide (LUPAG) map <br /> designates the parcel as Extensive Agriculture. Relative to this designation, the <br /> General Plan allows consideration for a "Special Permit" on agricultural land <br /> where the requested use meets certain criteria as outlined in Section 4 of the <br /> permit application and Chapter 205 of the Hawaii Revised Statutes as amended. <br /> The Hawaii County General Plan serves as a guide for decision-makers in land <br /> use matters. The proposed project is conducive to the General Plan's guidelines as <br /> it conforms to the following goals,policies, and standards of the General Plan: <br /> 2.2 Goals <br /> a. Provide residents with opportunities to improve their quality oflife through <br /> economic development that enhances the County's natural and social <br /> environments. <br /> b. Economic development and improvement shall be in balance with the <br /> physical, social and cultural environments of the island of Hawai`i. <br /> c. Strive for diversity and stability in the economic system. <br /> d. Provide an economic environment that allows new, expanded, or improved <br /> economic opportunities that are compatible with the County's cultural, <br /> natural, and social environment. <br /> e. Strive for an economic climate that provides its residents an opportunity <br /> for choice of occupation. <br /> f. Strive for diversification of the economy by strengthening existing <br /> industries and attracting new endeavors. <br /> g. Promote and develop the island of Hawai`i into a unique scientific and <br /> cultural model, where economic gains are in balance with social and <br /> physical amenities. Development should be reviewed on the basis of total <br /> impact on the residents of the County, not only in terms of immediate short <br /> run economic benefits. <br /> 2.3 Policies <br /> i.
