Special Management Area The subject Property is approximately 6 miles inland from the coast and outside the designated Special Management Area(SMA). County Zoning and General Plan The County zoning of the subject Property is Agricultural 20-acres (A-20a). The County General Plan Land Use Pattern Allocation Guide (LUPAG) map designates the parcel as Extensive Agriculture. Relative to this designation, the General Plan allows consideration for a "Special Permit" on agricultural land where the requested use meets certain criteria as outlined in Section 4 of the permit application and Chapter 205 of the Hawaii Revised Statutes as amended. The Hawaii County General Plan serves as a guide for decision-makers in land use matters. The proposed project is conducive to the General Plan's guidelines as it conforms to the following goals,policies, and standards of the General Plan: 2.2 Goals a. Provide residents with opportunities to improve their quality oflife through economic development that enhances the County's natural and social environments. b. Economic development and improvement shall be in balance with the physical, social and cultural environments of the island of Hawai`i. c. Strive for diversity and stability in the economic system. d. Provide an economic environment that allows new, expanded, or improved economic opportunities that are compatible with the County's cultural, natural, and social environment. e. Strive for an economic climate that provides its residents an opportunity for choice of occupation. f. Strive for diversification of the economy by strengthening existing industries and attracting new endeavors. g. Promote and develop the island of Hawai`i into a unique scientific and cultural model, where economic gains are in balance with social and physical amenities. Development should be reviewed on the basis of total impact on the residents of the County, not only in terms of immediate short run economic benefits. 2.3 Policies i.
